Think of hymns in praise of Śrī Kṛṣṇa as jewels — and not just a few, but whole floods of them. There are people whose tongues are decorated with these praise-jewels. Their very speech is adorned, because it pours out praise of Kṛṣṇa. This is the first half of the verse; it sets up who is being spoken of. The second half will say what such people deserve.
जिन भक्तों की जिह्वा श्रीकृष्ण की स्तुतियों रूपी रत्नों के प्रवाहों से अलंकृत हो चुकी है। स्तुति ही उस जिह्वा का आभूषण बन गई है।

stava here means a hymn or song of praise; ratna 'jewel' and ogha 'flood, stream' are stacked as a metaphor — the praises are the ornaments, and they come in floods.
यहाँ स्तव का अर्थ है स्तुति-गीत या प्रशंसा का पद। रत्न (मणि) और ओघ (प्रवाह, धारा) — दोनों को मिलाकर रूपक बनाया गया है — स्तुतियाँ ही आभूषण हैं, और वे प्रवाह की भाँति उमड़-उमड़कर आती हैं।

Now the verse says what such people deserve. Even the sages and the siddhas — the perfected ones — should bow to them. Even the gods, the dwellers of heaven, should revere them. So the ones whose tongues are adorned with praise of Kṛṣṇa stand above even sages and gods: those high beings are the ones who should offer them homage. The two grammatical forms here, namasyā and vandanīyā, are both 'ought-to' words — 'fit to be bowed to,' 'fit to be worshipped' — and the sages and gods appear as the ones doing the bowing.
वे भक्त मुनियों और सिद्धों के द्वारा नमस्कार के योग्य हैं। देवताओं के द्वारा भी वे वन्दना के योग्य हैं।
Why cited: Completes the Skānda Purāṇa citation: proof that devotees who praise Kṛṣṇa are worthy of homage even from sages, siddhas, and gods.

divaukasām literally means 'those whose home (okas) is heaven (div)' — a standard way of saying 'the gods.' The genitive with a gerundive names the agent: not 'of the sages' but 'by the sages,' i.e. the sages are the ones who must bow.
दिवौकसाम् का शब्दार्थ है 'जिनका निवास (ओकस्) स्वर्ग (दिव्) में है' — अर्थात् देवता। यहाँ कृत्य (namasyā, vandanīyā) के साथ षष्ठी कर्ता को बताती है — 'मुनियों की' नहीं, बल्कि 'मुनियों के द्वारा', अर्थात् मुनि ही वे हैं जिन्हें नमन करना है।
