This is a devotee's longing wish, put as a question. "O Lord of the universe, when will the day come — when you are seated with Śrī, the goddess of fortune, and you speak in your deep, grave voice..." The sentence is left hanging here and finished in the next line. The scene is the Lord in his royal court, in full splendor, about to give a command.
हे जगत्पते! कब ऐसा होगा कि आप श्री से युक्त होकर, राजसी शोभा में विराजमान, गम्भीर वाणी में मुझसे कहेंगे। यहाँ 'कब' प्रश्न आगे (L2 के) 'कहोगे' पर जाकर पूरा होता है।
śriyā (from śrī): at home the word means both "the goddess Śrī / Lakṣmī" and "splendor, majesty, beauty." Here both senses ride together — the Lord is literally beside the goddess Śrī, and thereby in full royal splendor. The court setting (a grave voice, a whisk-bearer in L2) keeps both alive.
'श्री' शब्द (श्री से) यहाँ दोनों अर्थ एक साथ लिए हुए है — एक ओर 'श्री' अर्थात् लक्ष्मी देवी, और दूसरी ओर 'श्री' अर्थात् शोभा, ऐश्वर्य, राजसी दीप्ति। भगवान् साक्षात् श्री देवी के पास विराजमान हैं और उसी से पूर्ण राजसी शोभा में हैं। गम्भीर स्वर और (L2 में) चामर धारण करने वाला सेवक — यह राजसभा का दृश्य दोनों अर्थों को जीवित रखता है।

Now the longing question finishes. "...when will you say to me — as I stand with my hand eagerly busy fanning you with the whisk — 'Do it just like this'?" The devotee's whole prayer is to become the Lord's personal cāmara-bearer, and to hear the Lord himself correct and direct his little service with the words "do it this way." That intimate command is the thing yearned for.
चामर डुलाने में जिसका हाथ लगा हो, ऐसे मुझको आप कब 'यों ही करते रहो' कहेंगे। 'इति' उस सीधे वचन को समेट देता है, और 'कहोगे' वह भविष्य की क्रिया है जिसके सहारे L1 का 'कब' पूरा होता है।
cāmara: the yak-tail whisk (fly-whisk) waved over kings and deities as an act of honored attendance. To hold it is to stand in close, personal service — hence the devotee longs precisely for that post.
'चामर' वह याक की पूँछ का बना पंखा (चँवर) है जो राजाओं और देवताओं पर आदरपूर्वक सेवा के रूप में डुलाया जाता है। उसे हाथ में लेना अर्थात् अत्यन्त निकट, व्यक्तिगत सेवा में खड़ा रहना — इसीलिए भक्त ठीक इसी पद की लालसा करता है।
