Suppose someone hears blasphemy. It is blasphemy against the Lord, or else against a person who is wholly devoted to Him. 'tat-para' means one whose whole aim is the Lord — His devotee. So the abuse is aimed either at the Lord or at His devotee, and this man is listening to it.
जो व्यक्ति भगवान् की निन्दा सुन रहा हो, अथवा उन्हें ही परम आश्रय मानने वाले भक्त की निन्दा सुन रहा हो —

This half-line only sets up the situation — the hearer and what he hears. The verdict comes in line 2.

Now the verdict. The man who does not get up and leave that place — he too falls. He is stripped of the good merit he had built up. 'cyuta' means fallen away from it, cut off. And so he goes down, to a lower, hellish birth. The point: merely staying to listen, without protest, is enough to ruin him.
जो उस स्थान से दूर नहीं होता, वह भी अपने पुण्य से च्युत होकर अधोगति को प्राप्त होता है।
