Hari alone is always the one to be worshipped. Why? Because he is the Lord even over the lords of all the gods. The great controlling deities are themselves "lords of the gods"; Hari is the Lord above all of them. So worship is due to him at all times, and to no one else in his place.
हरि ही सदा आराधना करने योग्य हैं। वे समस्त देवताओं के ईश्वरों के भी ईश्वर हैं।
īśvara: home meaning across Indian traditions is simply "controller, ruler"; here in the double compound sarva-deva-īśvara-īśvara it stacks — the controllers of all the gods, and then the controller of those controllers, i.e. Hari at the very top.
ईश्वर का मूल अर्थ भारतीय परम्पराओं में केवल "नियन्ता, शासक" ही है। यहाँ सर्व-देव-ईश्वर-ईश्वर इस दुहरे समास में यह अर्थ क्रमशः चढ़ता जाता है — समस्त देवताओं के नियन्ता, और फिर उन नियन्ताओं के भी नियन्ता, अर्थात् सबसे ऊपर स्थित हरि।

But the other gods — Brahmā, Rudra (Śiva), and the rest — must never be disrespected. Not even once. So the teaching has two sides held together. Worship goes to Hari alone; yet the other gods, as his great servants, are never to be scorned. Reserving worship for Hari does not license contempt for anyone else.
ब्रह्मा, रुद्र आदि जो अन्य देवता हैं, वे कभी भी अवज्ञा के योग्य नहीं हैं। इनका तिरस्कार कभी न करे।
avajñā: home meaning is "disregard, looking down on, contempt." Here it names the fault the practitioner must avoid — this line is why the aṅga is called anya-deva-anavajñā, "not disrespecting the other gods," a limb of bhakti that guards exclusive devotion to Hari from turning into contempt for the devas who serve him.
अवज्ञा का मूल अर्थ है "तिरस्कार, नीचा देखना, अवहेलना।" यहाँ यह उस दोष का नाम है जिससे साधक को बचना है — इसी पंक्ति के कारण इस अंग को अन्य-देव-अनवज्ञा, अर्थात् "अन्य देवताओं का तिरस्कार न करना," कहा जाता है। यह भक्ति का एक अंग है जो हरि के प्रति अनन्य भक्ति को उन देवताओं के प्रति तिरस्कार में बदलने से बचाता है, जो स्वयं हरि की ही सेवा करते हैं।
