śokāmarṣādibhiḥ bhāvaiḥ — शोक, अमर्ष आदि भावों से; ākrāntam — आक्रान्त; yasya mānasam — जिसका मन।
Picture a mind that grief has seized — grief, resentful anger, and moods of that family. The verse starts with the man whose mind is in that occupied state; the question about him comes next.
जिसका मन शोक, अमर्ष आदि भावों से ग्रस्त रहता है।
An udāharaṇa of the sixteenth aṅga, śokādy-avaśavartitā — 'not falling under the sway of grief and the like' — named in the lead-in, which cites the verse from the same text (the Padma).
यह सोलहवें अंग — शोकाद्य-अवशवर्तिता, अर्थात् 'शोक आदि के वश में न आना' — का उदाहरण है, जिसे भूमिका में नाम देकर उसी ग्रन्थ (पद्म) का यह श्लोक उद्धृत किया गया है।

Now the question that answers itself. In a mind so occupied, how could there be any chance of Mukunda appearing? None — a heart crowded with grief and anger leaves him no room to flash forth. That is why not surrendering to such moods is itself a limb of practice.
