saṁvatsaram vā — for a whole year, or; ṣaṇmāsān — for six months; māsam — for a month; māsārdham eva vā — or even for just half a month
This half-line lists the lengths of stay. Whether someone lives there for a full year, or for six months, or for a month, or even for just half a month. The alternatives run from longest to shortest. The 'eva' stresses the smallest span: even a mere fortnight is enough. The main clause it depends on comes in the next line.
Why cited: Sets up the time-spans of residence in Dvārakā whose effect the verse will state.

dvārakā-vāsinaḥ — those who live in Dvārakā; sarve narāḥ nāryaḥ ca — all of them, men and women alike; caturbhujāḥ — become four-armed
Here is the result. Everyone who lives in Dvārakā for those spans of time — every one of them, the men and the women alike — becomes four-armed. Four arms are the mark of Viṣṇu's own form. So living in Kṛṣṇa's city, even briefly, turns the residents' bodies into that divine form. The 'sarve' (all) makes it total: no one is left out.
Why cited: Scriptural proof that residence in Dvārakā (a form of bhakti) grants a Viṣṇu-like four-armed body — the point of this section.

na vyākhyātam — [this verse] was not commented on
Jīva and Viśvanātha give no comment on this verse. The editor simply records that fact: they left it unexplained. The verse was taken as clear enough to stand on its own.
vyākhyāta: home sense in commentarial usage is 'explained, expounded, glossed'; here it flags the plain editorial fact that these two commentators wrote nothing on this verse.

mano'śuddhi-ādinā — because of impurity of the mind and such causes; saṁvatsara-ādi-kramaḥ — [arises] the graded series of a year and so forth
Mukunda answers one question: why does the verse name different lengths of time? Because minds differ in purity. The more impure a person's mind, the longer the stay it takes for them to gain the four-armed form; the purer the mind, the shorter. So a very impure person needs the full year, and a nearly pure one needs only a fortnight. The 'and the like' leaves room for other such factors besides mental impurity. That difference in the person is what produces the graded scale — year, six months, month, half-month — that the verse laid out.
krama: home sense 'sequence, order, step-by-step progression'; here the descending scale of required residence-times, matched to how impure the resident's mind is.
