They do not want heaven. They do not want to rule the whole earth as its emperor. This is the opening of a list of the highest prizes a soul could chase, and Kṛṣṇa's devotees turn down every one of them.
वे न तो स्वर्गलोक चाहते हैं, और न ही समस्त पृथ्वी के सम्राट का पद।
Why cited: Verse from the serpent-wives' prayer (Bhāgavatam 10.16.37), cited to show that those who take shelter of Kṛṣṇa's feet crave none of the standard rewards — heaven, kingship, and the rest.

They do not want the post of Brahmā, the creator's own seat at the top of the universe. They do not want to be lord of the lower worlds either. The list is climbing: from earthly kingship up to the highest cosmic office, and still they refuse.

They do not want the mystic powers that yoga can win. And they do not want even liberation, the final release from birth and death. This is the peak of the list: not heaven, not power, not even mokṣa. Note the small word 'vā' — Jīva will explain it does not mean a loose 'or' here but 'even', so the line reads 'nor even liberation'.

Why cited: Completes the ladder of rejected prizes with its two highest rungs — yogic powers and liberation — proving the devotees want nothing but Kṛṣṇa's service.

apunar-bhava — 'no-rebirth-again'; a standard name for mokṣa, liberation. That the devotees decline even this is the verse's sharpest point: they place devotion above liberation.
अपुनर्भव अर्थात् 'फिर जन्म न होना' — मोक्ष का एक प्रसिद्ध नाम। भक्त इसे भी ठुकरा देते हैं, यही श्लोक का सबसे तीखा बिन्दु है — वे भक्ति को मुक्ति से भी ऊपर रखते हैं।

Here at last is the verb: 'they desire.' Read the whole verse as one sentence — they do NOT desire any of those prizes. And who are 'they'? Those who have taken shelter of the dust of Kṛṣṇa's feet ('whose' points back to the Lord being praised). Having that dust, they have no appetite left for anything else.
जो कृष्ण के चरणों की धूलि की शरण में आ गए हैं, वे इनमें से किसी को नहीं चाहते।
Why cited: Names the subject of the whole verse — those surrendered to the dust of Kṛṣṇa's feet — and thereby shows what such shelter does: it extinguishes every lesser desire.

Jīva reads the list as a rising ladder. If they do not want even heaven — the easiest, lowest prize — then how much less would they want to be emperor of the whole earth, or even to hold Brahmā's post at the top of the universe? 'kim uta' is the hinge: it means 'how much more so / how much less so,' arguing from the smaller case to the greater. So each higher prize is refused all the more surely.
यहाँ जीव कहते हैं — वे स्वर्गलोक को भी नहीं चाहते, तो सार्वभौम पद की तो बात ही क्या; और ब्रह्मा का पद भी वे नहीं चाहते।
kim uta — an a-fortiori marker: 'granting the small case, the big case follows even more.' Here: if even heaven is refused, greater prizes are refused a fortiori.
'किम् उत' एक 'तो फिर कहना ही क्या' प्रकार का न्याय-सूचक है — 'छोटी बात मान लें तो बड़ी बात स्वतः और भी दृढ़ता से सिद्ध होती है।' यहाँ — जब स्वर्ग तक ठुकरा दिया, तो उससे बड़े पुरस्कार तो और भी अधिक ठुकराए जाते हैं।

A grammar note. The verb 'vāñchanti' ('they desire') sits only at the end, in line 4. But the first half of the verse also needs it. So Jīva says: carry 'na vāñchanti' up into the first half too. That is why his paraphrase kept repeating 'they do not want' beside each item — the single verb has to be read into every clause.

A second grammar note, about the little word 'vā' in line 3 ('apunar-bhavam vā'). Normally 'vā' means 'or.' But here, Jīva says, it carries the sense of 'api' — 'even.' So the line is not a loose 'or liberation'; it means 'nor even liberation.' This sharpens the point: they refuse even mokṣa.

Why did the verse say 'the dust of His feet' rather than just 'His feet'? Jīva answers: the phrase 'foot-dust' is doing extra work. By naming the dust — the humblest thing, taken by the humblest devotees — the verse points to a special, particular kind of devotion. And through that pointer, it signals a deep, firm hold on the Lord (gāḍha-pratipatti). So the word choice is deliberate: 'foot-dust' quietly tells us these are devotees of an intense, settled bhakti.
'पाद-रज' शब्द से, जो एक विशेष भक्ति का बोध कराता है, गाढ़ (दृढ़) प्रतिपत्ति सूचित होती है।
gāḍha — 'dense, firm, intense.' pratipatti — here 'attainment / firm apprehension' (of the Lord), i.e. a solidly established devotional realization, not mere belief. The point: 'foot-dust' connotes not casual reverence but deep-rooted devotion.
