This Ujjvala-nīlamaṇi has risen up out of a deep, great-roaring ocean. The words carry three layers at once: a bright sapphire drawn from the sea; this very book, born from the earlier ocean-book of rasa; and śṛṅgāra-rasa itself, welling up from the deep cowherd-world of Vraja. That is the pun the whole closing verse turns on.
यह उज्ज्वल-नीलमणि गहरे, महाघोष वाले सागर से प्रकट हुआ है। यहाँ प्रत्येक शब्द के दो-तीन अर्थ हैं — ग्रन्थ भी, मणि भी, और रस भी।
The grantha-samāpti verse — Rūpa Gosvāmī's own closing prayer for the completed work, built entirely on śleṣa (double meaning). 'gahana-mahā-ghoṣa-sāgara' is heard three ways across the commentaries: the deep loud sea, the deep great Vraja of Nanda (ghoṣa = a cowherd settlement), and the earlier work Bhakti-rasāmṛta-sindhu (the 'ocean of the nectar of rasa').

Take 'this' as the book. Then 'the deep great ghoṣa' is Nanda Mahārāja's Vraja — for ghoṣa means a cowherd settlement. That Vraja is the ocean, and the book is born from it: more exactly, it springs from one region of that ocean, the gopīs, the goddesses of Vraja. So Jīva reads the first line.
'अयम्' पद को लेकर जीव समझाते हैं। इस पक्ष में यह ग्रन्थ है। 'गहन-महाघोष' अर्थात् श्रीनन्दराज का व्रज, क्योंकि 'घोष' गोपों की बस्ती को कहते हैं। वही सागर है, और यह ग्रन्थ उससे उत्पन्न है — अर्थात् उस व्रज के एक भाग, व्रज-देवियों के समूह से प्रकट हुआ। यही अभिप्राय है।

So in these two lines, by hint and not by open statement, Rūpa has suggested two things at once: that this whole book is meant for one purpose only — the worship of Kṛṣṇa — and that even within that, it is a secret. He has thereby taught that it should be pondered only in private, and only by those fit for it: those who live close to the vessels of this secret rasa. That, Jīva says, is what we gather from the verse.

This work lays open Kṛṣṇa's most private play. The venerable Gosvāmīs revealed this Ujjvala gem only in secret, for His seeing alone, and then kept it hidden. That very Vraja is the ocean. Because it holds the company of Raktaka and the rest (servants), Śrīdāma and the rest (friends), Nanda and the rest (elders), and Rādhā and the rest (beloveds), it is the jewel-mine of four moods: servitude, friendship, parental love, and amorous love. And in that ocean this gem 'pra-bhavati' — stands out supremely, is always there at its fullest. On this first reading, then, Viśvanātha takes 'prabhavaḥ' not as 'born from the ocean' but as 'abounding supremely within it'.

And through this whole double play it is suggested that the book is fit for the hearing of Śrī Kṛṣṇa alone — that it is a supreme secret, supremely worth taking up for His devotees, beyond price, and to be kept hidden from everyone else. That hidden teaching, not stated but suggested, is the verse's real point.
