This is the closing verse of the whole book, borrowed from Jayadeva's Gīta-govinda. It says: in their lovemaking, every act was blocked by its own intensity. When they tried to hold each other tight, the thrill made their body-hair stand on end and the tight embrace could not close. When they tried to gaze at each other, even a blink broke the gaze.
गाढ़ आलिंगन चाहा तो रोमांच के अंकुर ही उसमें विघ्न बन गए। और (दृष्टि-मिलन में) पलक का झपकना बाधा बना।
First line of the illustrative verse that closes Ujjvala-nīlamaṇi — Gīta-govinda 12.10, from the final song. It is quoted as an udāharaṇa of the height of śṛṅgāra: a union in which each amorous act is left incomplete by the very feeling that fuels it, so desire is never spent and the rasa reaches its peak (the sāvaśeṣa-rasa doctrine drawn out in Viśvanātha's comment).

And even in the love-battle itself, the union proper, the sheer onrush of bliss became the obstacle — the ecstasy overwhelmed them and would not let the act reach its end. In every single thing they attempted, the feeling ran ahead of the act and left it unfinished.

Viśvanātha sets it up: Rūpa Gosvāmī wants to bring the whole book to a close. So he closes it with a verse by Śrī Jayadeva, whom he honors as foremost among the great connoisseurs of rasa. And by leaning on Jayadeva's own authority, he seals his own teaching. Hence the verse 'pratyūha…'.

Now he draws the doctrine out. All four supreme longings — the embrace, the gaze, the lip-nectar, the love-battle — were never satisfied to the full. So the thirst never died down. And there is a maxim: a rasa that still holds something in reserve is the truly relishable one — 'sāvaśeṣo rasaḥ su-raso bhavati', with a pun, since su-rasa (well-relished) chimes with surata (lovemaking). By that maxim, the verse is not describing a failure at all; it is establishing the very summit of rasa. The incompleteness is the point.
