For the vidagdhas — the clever, connoisseur lovers — a happiness arises when they dally with each other in playful amorous exchange (līlā-vilāsa). The line sets up a comparison: this much joy, from līlā-vilāsa.

Through samprayoga — full sexual union — that same happiness does not arise to the same degree. It is the rasikas, the connoisseurs of the mood, who know this to be so. The verse seals the point by appeal to their tasting, not to argument.

Jīva gives the reason the union falls short. The happiness of līlā-vilāsa is, in its very nature, bottomless — it has no floor to strike. And in its extent it is shoreless — it has no far bank to reach. An ocean with neither bottom nor shore: direct union cannot fill or exhaust it, so its joy 'na tathā' — is not matched that way.
The two words work as an ocean-image: svarūpeṇa atala 'without floor' names its depth of kind, pramāṇena apāra 'without shore' names its reach of quantity. Both are ablatives of reason feeding the mūla's na tathā.

Viśvanātha sets up the division. Enjoyment with a woman in private, he says, comes in two kinds: samprayoga — direct sexual union — and mutual līlā-vilāsa, playful amorous dalliance. The verse is about ranking these two.

The transmitted text carries a note here under Viṣṇudāsa's name. Its reading: leaning both on the experience of the learned and on his own experience, Rūpa establishes that the sport called samprayoga is secondary — subordinate to the play of joking talk, nail-marks, love-bites, kissing and the like — and so speaks 'vidagdhānām.' He then decodes the words: 'mithaḥ' is 'with one another'; 'līlā-vilāsena' is 'by the whole cluster of amorous sports, every one of them, except samprayoga.' Then an objection: what is the authority for this? The reply is the verse's own close — 'evaṁ rasikā viduḥ': only the rasikas, the knowers of rasa, know it, no one else.
The closing tag 'tad-adhīte tad veda' is Pāṇini 4.2.59, a sūtra of Sanskrit grammar (vyākaraṇa) that licenses the taddhita affix meaning 'one who studies or knows that.' It is adduced to back the gloss rasika = rasa-vettā, 'one who knows rasa.' This segment stands under Viśvanātha's block but names Viṣṇudāsa as its source.
