Playful theft is when she steals away his flute, his clothes, the flowers he is holding, and things like these. The word 'theft' here names a love-game, not a crime.
This is the lakṣaṇa (defining verse, 237) of līlā-caurya, the pastime opened at the lead-in "atha līlā-cauryam—." The four lines that follow (238) are its udāharaṇa, the illustrative verse.

The udāharaṇa (238) illustrating līlā-caurya defined in the previous line — Rādhā stealing Kṛṣṇa's flute as he sleeps. Each detail of these four lines is one precaution she takes against making a sound and waking him.

mudrā here is the "seal" of the closed eyes: the sign of whether he is really asleep. She reads his eyelids as a lock she must be sure stays shut.
