His dearmost ones are overwhelmed by a surge of love. Right in front of them, all at once and with no apparent cause, Hari becomes present. That sudden appearing is what is called prādurbhāva.
The lakṣaṇa (defining verse) of prādurbhāva, 'appearing,' one of the modes of meeting (sambhoga) treated in prakaraṇa 15; the lead-in 'atha prādurbhāvaḥ' announces it.

The editorial note 'na vyākhyātam' records that Jīva's commentary passes over this verse rather than glossing it.

prema-saṁrambhe rūḍha-bhāva-vikrameṇa — when love surges up, driven by the force of their risen bhāva; akasmāt — [he appears] suddenly; sthānāntaravat āgamanaṁ vinā eva — without any coming as though from another place at all; iti arthaḥ — that is the sense.
Viśvanātha unpacks 'akasmāt.' When love surges up in the beloveds, the sheer force of their fully risen bhāva makes Hari present at once. He does not travel in from somewhere else — there is no coming as though from another place. He simply manifests on the spot. That, says Viśvanātha, is what 'suddenly' means here.

(12)
(12)a numeric reference carried in the printed text(१२) — केवल क्रमांक-सूचक अंक
(12) — a bare reference number, not a sentence to construe.
A bare number, (12), stands here in the printed edition — an editorial or cross-reference marker rather than any statement to decode.
Not a decodable sentence: the parser emitted this stray number as prose, but it carries no Sanskrit to gloss.
