L1definition
laukika-vyavahāreṇa syād āgamanam āgatiḥ ||
laukika-vyavahāreṇaas reckoned by ordinary, everyday custom instrumental of the standard by which the term is fixedलौकिक (सांसारिक) व्यवहार के अनुसार
syātis [so called], would beहोती है
āgamanamthe act of coming, arrivingआना (आगमन)
laukika-vyavahāreṇa — by ordinary custom; āgamanam — the coming; āgatiḥ syāt — is called āgati.
Now āgati, 'arrival.' As ordinary people reckon it, simply coming — arriving on the scene — is what gets the name āgati.
The lead-in is tatra āgatiḥ—, 'among these, the arrival—': one item in the running list this prakaraṇa is defining. laukika-vyavahāreṇa marks that the sense is the plain, everyday one — coming is coming.

guru-janātbefore the elder folk, on account of the elders ablative of the persons that occasion the shynessगुरुजनों के कारण
dehalīṁto the threshold — the goal, picked up by ehi 'come' in the next line accusative of destination, construed with ehiदेहली तक (आओ)
geha-madhyātfrom inside the house ablative of the place moved out ofघर के भीतर से
guru-janāt mandākṣaṁ mā kuru — do not be shy before the elders; geha-madhyāt dehalīṁ [ehi] — from inside the house [come] to the threshold.
Don't hang back shy in front of the elders. Come out from inside the house, just to the doorstep.
First line of the illustrative verse (udāharaṇa) for āgati, 'arrival,' defined in L1 (15.199); the whole verse is one speech coaxing a woman worn by separation out to see the arriving Kṛṣṇa. dehalī waits for the verb ehi in L3.
L3example
ehi klāntā divasam akhilaṁ hanta viśleṣato’si |
ehicome! — the verb the threshold in L2 was waiting forआओ
klāntā ... asiyou are worn out, exhaustedतुम थकी हुई हो
divasam akhilaṁthe whole day long accusative of extent of timeपूरे दिन भर
hantaalas! — a cry of tenderness and pityहाय (अहो)
viśleṣataḥbecause of the separation, from being apart ablative of cause — why she is worn outवियोग के कारण
ehi — come; hanta — alas; viśleṣataḥ — from the separation; divasam akhilaṁ — all day long; klāntā asi — you are worn out.
Come! You've been exhausted the whole day — alas, worn down by being apart from him.
hanta carries the speaker's compassion; viśleṣataḥ names the cause of the exhaustion — the day's separation is what has drained her.

mṛdule — O tender one; eṣa smeraḥ — here he is, smiling; vallavī-citta-hārī — the thief of the gopīs' hearts; milati — is coming to meet you.
Look, tender one — here he is, smiling, coming to meet you: the one who steals the cowherd-girls' hearts.
vallavī-citta-hārī 'heart-stealing' ends this line; L5 opens with hārī again in a different sense ('wearing a garland') — a yamaka, the same word echoed across the line-break with two meanings.
L5example
hārī guñjāvalibhir alibhir līḍha-gandho mukundaḥ ||
hārīwearing a garland, garlanded echoes hārī 'heart-stealer' at the close of L4 — the second sense of the yamakaहार (माला) धारण किए हुए

guñjāvalibhiḥ hārī — garlanded with strings of guñjā berries; alibhiḥ līḍha-gandhaḥ — his fragrance sipped by the bees; mukundaḥ — [this is] Mukunda.
Garlanded with strings of guñjā berries, his fragrance sipped by the bees — this is Mukunda.
hārī reprises the last word of L4 but flips its sense from 'heart-stealing' to 'garland-wearing' (hāra-yukta). alibhiḥ ... līḍha-gandhaḥ paints him as so fragrant the bees come to taste him.

Viśvanātha fills in the 'ordinary custom' of L1: every morning Kṛṣṇa goes out from Vraja to the forest, and every evening he comes back from the forest to Vraja. That daily out-and-return is the everyday round the verse means.
Glosses laukika-vyavahāra from the mūla definition (L1) concretely: for the Vraja setting, the plain 'coming' is Kṛṣṇa's daily return from the pasture at dusk.

Viśvanātha sets the scene: Viśākhā, letting Rādhā know that Kṛṣṇa is coming in from the forest to the village, speaks the verse to her. He also glosses the word mandākṣa — it means lajjā, bashfulness.
