The verse — decoded
L1definition
pravāsāt saṅgate kānte bhogaḥ sampanna īritaḥ |
pravāsātfollowing upon [the beloved's] pravāsa — his having been away, a stretch of separation by travel ablative of source — 'coming after / out of the sojourn abroad'प्रवास (परदेश-वास) रूप विरह के बाद
saṅgate kāntewhen the beloved (kānta) is met once more — reunited with her locative absolute — 'the kānta being reunited'जब प्रियतम (कान्त) पुनः मिल जाता है
bhogaḥthe enjoyment, the union-delight [of that reunion]जो मिलन-सुख (भोग) होता है
sampannaḥ[is] 'sampanna' — the consummate kind, come to full fruition nom. predicate naming the type; sampanna = 'ripened, fulfilled''सम्पन्न' (परिपक्व, परिपूर्ण) नामक
īritaḥis declared, is called [so by Rūpa]कहा गया है
pravāsāt — after his being away; saṅgate kānte — when the beloved is reunited; bhogaḥ — the enjoyment; sampannaḥ — 'sampanna,' consummate; īritaḥ — is declared.
When the beloved comes back after a spell away (pravāsa) and is reunited with her, that enjoyment is declared 'sampanna' — the consummate, fully ripened union.
This opens the lakṣaṇa (definition) of sampanna, one of the grades of sambhoga (meeting). Its mark: the reunion-joy that follows the pravāsa (being-away) form of separation. The next grade, saṅkīrṇa, was defined just before at 15.195; sampanna is the fuller kind.

sa saṅgamaḥthat saṅgama, that reunion [is what is so divided] nom., the subject the twofold division is predicated ofवह सङ्गम
sa saṅgamaḥ — that reunion; dvidhā syāt — is twofold; āgatiḥ — āgati, his returning; prādurbhāvaḥ ca — and prādurbhāva, his appearing; iti — thus.
That reunion comes in two forms: āgati — the beloved's returning from wherever he had gone — and prādurbhāva — his suddenly appearing before her.
The two subdivisions are taken up in turn from the next verse: 15.199 opens 'tatra āgatiḥ—,' defining āgati first, with prādurbhāva to follow.

Jīva reads the word-choice: 'sampanna' means 'come to full fruition.' By that force alone, this union already outranks the two earlier grades — saṅkṣipta, the brief, and saṅkīrṇa, the mixed. The name itself does the work; no separate ranking is needed.
saṅkṣipta and saṅkīrṇa are the two grades of sambhoga (meeting) defined before this — saṅkīrṇa just above at 15.195. Jīva's point turns on the plain sense of sampanna, 'fulfilled, ripened': a fuller union than either.

kāntasya saṅgamaḥmeans the union with the beloved (kānta) gen. — 'the reunion belonging to / with the kānta'प्रियतम (कान्त) का सङ्गम
pravāsāt — 'from pravāsa'; kiñcid dūra-viṣayāt — [means] from a somewhat distant place; saṅgate kānte iti — 'when the beloved is reunited'; kāntasya saṅgamaḥ — [means] the union with the beloved.
Viśvanātha unpacks the verse's words. 'Pravāsa' here means the beloved's going off to some fairly distant place. And 'when the beloved is reunited' means the union with the kānta, the beloved.
