nava-saṅgame — at their first union; cumbe — when he kissed her; paṭāvṛta-mukhī abhūt — she became one whose face was hidden behind her veil.
At their very first union, when Kṛṣṇa kissed her, Rādhā drew her veil across her face.
The mūla of this unit is an udāharaṇa of vrīḍā, "bashfulness" — the vyabhicāri-bhāva that Jīva (below) names as the one now being illustrated, following the illustration of sādhvasa (nervous alarm).

When he embraced her, her body — a tender creeper — bent and pulled away.

And yet, for all her shyness, she gave Madhusūdana (Kṛṣṇa) delight. That is the point: the bashfulness itself is what pleased him.

Why does the verse say "tadā," "then"? Jīva explains: shyness like this is present at every meeting. But at the very first union it runs highest. The word "then" points to that peak.

tatra"in that" — so the locative "cumbe" is "at that kiss" tatra supplies the locative sense he is fixingउस (चुम्बन) के समय
nava-saṅgame — at the fresh union; yaḥ cumbaḥ — the kiss [named]; cumbanaṁ — is kissing; tatra — the locative "cumbe" thus means "in that [kiss]."
Viśvanātha simply fixes the grammar of "cumbe." The word "cumba" means cumbana, kissing. So "cumbe" is the locative "at that kiss" — the kiss at the fresh union.
