An udāharaṇa illustrating the word muralī, Hari's flute; per the lead-in 'muralī-śabdena, yathā—'. The whole verse is a girlfriend's barbed speech to the sulking Rādhā.
यह उदाहरण 'मुरली' अर्थात् हरि की बाँसुरी शब्द को दर्शाने के लिए है; अवतरणिका 'मुरली-शब्देन, यथा—' के अनुसार। पूरा श्लोक रूठी हुई राधा से एक सखी का व्यंग्यभरा वचन है।

Why 'devī'? Because human women soften easily, but goddesses never do. So the title is a jab: as a 'goddess,' you of course will not relent.
'देवी' कहने में यह भाव है—मनुष्य-स्त्रियाँ तो शीघ्र प्रसन्न हो जाती हैं, परन्तु देवियाँ नहीं।

The 'insistence' she means is her own earlier boast to Kṛṣṇa: 'I'll pacify Rādhā myself today and bring her — just watch how clever I am.' That was the pledge. Now, defeated, she withdraws it.
'इसमें आग्रह नहीं'—इसका आशय यह है कि मैंने श्रीकृष्ण के सामने आग्रहपूर्वक कहा था, 'मैं ही आज श्रीराधा को मनाकर ले आऊँगी, मेरी बुद्धि का बल देख।'

'Let that boast of mine fall through,' she says. 'Instead, since you scorn me, I will arrange your defeat myself.' And so she speaks the line 'phutkṛti…'.
वह पहली प्रतिज्ञा न सही, परन्तु मुझे तुच्छ समझने वाली तुझे हराने का उपाय मैं ही करूँगी—ऐसा कहकर सखी 'फूत्कृति' इत्यादि कहती है।

The upshot: 'O Kṛṣṇa, now loose your unfailing weapon — the muralī flute itself — and let it fly.' That is how she instructs him. The flute, not the girlfriend, will break Rādhā's proud sulk.
हे श्रीकृष्ण! तो अब उस अमोघ अस्त्र रूप मुरली का ही संधान करो—ऐसा मैं उसे (कृष्ण को) उपदेश देती हूँ; यही भाव है।
