L1definition
snehaṁ vinā bhayaṁ na syān nerṣyā ca praṇayaṁ vinā |
snehaṁ vināwithout sneha — tender affection vinā takes the accusative snehaṁस्नेह के बिना
bhayaṁ na syātthere would be no fearभय नहीं होगा
na īrṣyā caand there would be no īrṣyā — jealousy — either sandhi nerṣyā = na + īrṣyā; ca links the second conditional to the firstऔर ईर्ष्या (भी) नहीं होगी
snehaṁ vinā — without affection; bhayaṁ na syāt — there would be no fear; ca — and; praṇayaṁ vinā — without confiding love; na īrṣyā — no jealousy.
Two conditionals. No fear without affection. No jealousy without praṇaya, the confiding closeness. Each of these feelings has to be rooted in love before it can arise at all.
Why cited: cited (Śṛṅgāra-tilaka 2.53) to ground fear in sneha and jealousy in praṇaya, so that neither feeling can appear without love beneath it.
The whole verse is quoted, per the lead-in, from the Śṛṅgāra-tilaka (2.53); it is adduced here to show that māna between lovers is itself a display of their prema.
L2conclusion
tasmān māna-prakāro’yaṁ dvayoḥ prema-prakāśakaḥ ||
tasmāttherefore draws the conclusion from L1's two conditionalsइसलिए
māna-prakāraḥ ayaṁthis variety of māna (jealous sulking)यह मान-रूप
dvayoḥof the two — the hero and the heroine genitive: whose prema gets shownदोनों का (जिनका प्रेम प्रकट होता है)
prema-prakāśakaḥis a revealer of prema — it puts their love on displayप्रेम को प्रकट करने वाला है
tasmāt — therefore; ayaṁ māna-prakāraḥ — this kind of māna; dvayoḥ prema-prakāśakaḥ — reveals the love of the two.
So the conclusion follows. Since fear needs affection and jealousy needs praṇaya, this whole species of māna does not conceal love — it reveals it. The sulk between the lovers is prema made visible in both of them.
Why cited: the citation's payoff — because both roots are forms of love, māna between the two is a revealer, not a denier, of their prema.

Viśvanātha spells out the fear. The hero has done something wrong. Now he feels fear toward the heroine — this is the 'fear' the verse names.

The very same wrong has an opposite face on her side. When the hero commits that offense, the heroine's response is not fear but jealousy.

Put the two together — his fear, her jealousy — and you get māna, the mood of loving sulk that belongs to the couple. Māna is the rasa that draws on both roots at once.

sneham itiin the verse beginning 'sneham…' pratīka — the catch-word citing mūla L1'स्नेहम्' इत्यादि (प्रतीक-वचन)
īrṣyāyāḥ kāraṇaṁ — the cause of jealousy; praṇayaḥ — is praṇaya; iti āha — so he says; sneham iti — [namely, the verse] 'sneham…'.
And jealousy comes from praṇaya, the confiding closeness. To lay all this out, the author gives the verse beginning 'sneham.' Viśvanātha now turns to gloss its words one by one.

snehaṁ nāyikā-viṣayakaṁ cittārdrī-bhāvaṁ vinā nāyakasya bhayaṁ na syāt |
snehaṁsneha —स्नेह को
nāyikā-viṣayakaṁdirected at the heroine as its objectनायिका को विषय बनाने वाला
cittārdrī-bhāvaṁthat is, the heart melting into tenderness glosses sneha; ārdrī-bhāva = the state of becoming soft, moistचित्त के आर्द्र (द्रवित) हो जाने का भाव, जो स्नेह है
vināwithoutके बिना
nāyakasya bhayaṁ na syātthe hero would have no fearनायक को भय नहीं होता
nāyikā-viṣayakaṁ cittārdrī-bhāvaṁ snehaṁ vinā — without the heroine-directed melting of heart that is sneha; nāyakasya bhayaṁ na syāt — the hero would have no fear.
He unpacks the verse's first clause. Sneha here means the hero's heart going soft and moist with tenderness for the heroine. Take that away and his fear has nothing to stand on.

The second clause the same way. Praṇaya here means the heroine's easy, friend-like confidence toward the hero. Without that closeness she would feel no jealousy at all.
