This line defines the sākṣara love-message. Take a love-token in which the writing is a whole gāthā, a Prākṛta verse, traced by the sender's own hand. That kind is called sākṣara. The word is sa-akṣara, 'with letters' — a note that carries actual written words.
जिस प्रेम-सन्देश में स्वयं अपने ही हाथ से लिखी गाथा-रूप लिपि हो, वह 'साक्षर' कहलाता है।
sa-akṣara means 'with letters / syllables'. The term marks a love-message that carries real written words, as against a wordless token whose meaning is carried by the object alone.

Now the illustrative letter itself, in Prākṛta. 'For so long you keep piercing my heart — and it is Madana, Cupid, who earns the bad name for it, a huge one.' The lover is being wounded by the addressee, but the world pins the blame on Cupid.
(राधा का सन्देश—) तू तो बहुत समय से हृदय को बींधता रहता है, और अपयश निश्चय ही प्रबल रूप से मदन (कामदेव) के सिर पर मढ़ दिया जाता है।

Here is the conceit, spelled out: her eyes find the beloved everywhere and Cupid nowhere — so how can Cupid be the archer wounding her? He cannot. It is the beloved himself who pierces her, and Cupid takes the blame he never earned.
