saundaryādi-guṇa-ślāghā — the praise of qualities beginning with beauty; guṇa-kīrtanam ucyate — is called guṇa-kīrtana.
When a lover praises the beloved's qualities — beauty and so on — that is called guṇa-kīrtana, 'recounting the qualities.' This line names one of the states treated here.
guṇa-kīrtana is one helper-state within this section on śṛṅgāra; the lover dwells on and voices the beloved's excellences.

atra — in this state; vepathu-romāñca-kaṇṭha-gadgadikādayaḥ — trembling, bristling hair, a voice faltering in the throat, and so on [appear].
In this state the visible signs are trembling, the hair standing on end, the voice catching in the throat, and the rest. These anubhāvas show the guṇa-kīrtana is really felt, not just spoken.
vepathu = trembling; romāñca = horripilation (hair standing up); kaṇṭha-gadgadikā = a voice broken/faltering in the throat. They are the anubhāvas, the bodily signs of the mood.

The young women — in these honeys, your beauty — reel and swoon at merely coming to long for them. They have not tasted; the thirst alone already overwhelms them.
The udāharaṇa (illustrative verse, 15.57) for guṇa-kīrtana defined just above in 15.56. It is Rukmiṇī's message to Kṛṣṇa, in her own voice — so Jīva ('śrī-rukmiṇī-sandeśaḥ') and Viśvanātha ('rukmiṇī... likhati') both identify it. The whole verse runs on one image: Kṛṣṇa's beautiful forms are honeys, and minds are bees.

And these honeys — having tasted them, even you yourself come to horripilation, your own hair standing on end. If their maker thrills at them, what must they do to everyone else?

madhupate — O lord of the Madhu line (and lord of honey); teṣāṁ tava rūpa-sampan-madhūnām — of those honeys that are your abundant beauty; gandham — the fragrance.
O Madhupati — the address itself puns: 'lord of the Madhu dynasty' and 'lord of honey and its bees,' holding the honey-image in place. The fragrance of those honeys that are your overflowing beauty —
The śleṣa on madhu-pati carries both senses at once: Kṛṣṇa as lord of the Madhu (Yadu) line, and 'lord of honey / of the bees.' The second reading anchors the verse's sustained honey-and-bee conceit.

My mind is a bee. Catching that fragrance even from far away, it spreads its wings and rushes out — and I am left with no composure at all. So Rukmiṇī ends her letter: even at a distance, the mere scent of your beauty undoes her.

yeṣu — in which honeys; tṛṣṇām abhilāṣam api prāpnuvatyaḥ — even merely coming to the longing for them; ghūrṇante — [the women] reel; teṣāṁ madhūnāṁ pāne — as for drinking those honeys; kiṁ vaktavyam — what is there to say; iti bhāvaḥ — such is the import.
Viśvanātha draws out the force of the line. If merely the longing for these honeys already sets the young women reeling, then about actually drinking them — what is there even to say? He reads the verse as an a fortiori: the swooning at a distance only hints at what nearness would do.
By glossing tṛṣṇā with abhilāṣa, 'longing,' Viśvanātha reads tṛṣṇām as the accusative object — 'coming to the longing' — the same construal used in L3.
