unmīlati — 'unfolds'; vibhāva-ādi-saṁvalanena — by blending with the vibhāvas and the rest; āsvāda-viśeṣa-mayī syāt — [the rati] becomes full of a distinctive relish.
Jīva pins down the verse's verb 'unmīlati (unfolds)'. To unfold, he says, is this: the bare rati mixes with the vibhāvas and the rest, and by that mixing it turns into something with a relish all its own. In other words, 'unfolding' is the standing love ripening into a tasteable rasa once the supporting factors gather around it.
vibhāva-ādi = the four ingredients that turn a sthāyi-bhāva into rasa — vibhāva (the excitants), anubhāva (the responses), sāttvika-bhāva (the involuntary signs), and vyabhicāri-bhāva (the passing moods).

Now a concrete case of the 'seeing' that starts the whole thing. The girlfriends, as a game, paint the hero's likeness on a canvas — the vilāsa-phalaka, a panel for playful painting. On that picture-cloth he is 'aṅkita', which just means 'likhita', painted in. Catching sight of such a portrait is one of the ways the love-before-union first strikes, before the lovers ever meet in person.
aṅkitaḥ is glossed by likhitaḥ — 'portrayed' = 'painted' — and vilāsa-phalaka and citra-paṭa name one and the same painted surface. The one depicted (nom. masc.) is the nāyaka; the atom does not name him.
