An udāharaṇa illustrating āsanna-janatā-hṛd-viloḍana — 'the churning of the hearts of the near, assembled people' (the lead-in: āsanna-janatā-hṛd-viloḍanaṁ, yathā—). Per Viśvanātha the verse is spoken at Kurukṣetra by certain rasa-knowing devotee women of Dvārakā to one another. The whole verse runs on a śleṣa: on one layer it is the cresting wave of the ocean of the gopīs' love overwhelming everyone; on the other, a cosmic deluge of water climbing the mountains and the upper worlds. Every word is built to carry both — watch kṣiti-bhṛt (king / mountain) here, and jana, satya, vaikuṇṭha, stimita below.

Overrunning all before it, the wave left even the supreme glory at the Lord's very throat — his dearest one — stunned into stillness. Both Jīva and Viśvanātha take that throat-glory to be Rukmiṇī herself.

The verse's headline pun lands on stimitām: 'stiffened, stunned' (the love reading — even Rukmiṇī is struck rigid with wonder/joy) and 'drenched, soaked' (the flood reading — even the crowning splendor of Vaikuṇṭha-world is left wet). vaikuṇṭha-kaṇṭha-śrī likewise = the goddess at Kṛṣṇa's neck (Rukmiṇī) / the topmost beauty of the Vaikuṇṭha realm.

Here 'Vaikuṇṭha' is Śrī Kṛṣṇa. The 'glory at his throat' is she who is his equal in dearness — and by the logic of the remainder (pāriśeṣya), Jīva fixes her as Śrī Rukmiṇī.

Jīva raises and settles a worry. Kṛṣṇa kept these gopīs strictly hidden from the Kuru people and the rest; and their inner moods stay wholesome and rasa-bearing only so long as they are concealed. So how can this open, boastful public praise of their love be fitting — how can it yield rasa? Because, he answers, the whole aim of the description is nothing but to suggest their absolute supremacy, and it does that through the poet's bold, masterful speech in the elevated udātta figure. On that ground it does come out rasa-bearing — just as, in the stock udātta example, a hero's fame is said to 'whiten', to glorify, the entire world. So it is here.
यद्यपि ये गोपियाँ कृष्ण द्वारा कुरुवंशियों आदि से अत्यन्त ही गुप्त रखी गई हैं — और इनके भाव तो गोपन के बने रहने पर ही हितकर तथा रसावह होते हैं — तथापि यह वर्णन रसावह ही बनता है; क्योंकि इसका तात्पर्य केवल इतना है कि उदात्त अलंकार से युक्त कवि की प्रौढोक्ति द्वारा इन गोपियों की सर्वातिशयता की ही व्यंजना हो। जैसे यश के द्वारा सबका 'शुक्लीकरण' (उज्ज्वल करना) कहा जाता है, वैसे ही यहाँ भी समझना चाहिए।
udātta-alaṅkāra is the poetic figure of surpassing greatness — describing something in terms of overwhelming grandeur. Its textbook instance is fame portrayed as 'whitening' everything (in the Sanskrit color-convention white = spotless glory): the hero's renown brightens the whole world. Jīva's point: the verse is not gossip that exposes the hidden gopīs; its sole thrust is this udātta-style hyperbole of their supremacy, and so it stays proper and rasa-bearing.

Viśvanātha sets the scene: certain devotee women of Dvārakā, connoisseurs of rasa, gathered at Kurukṣetra, say this to one another. Then he reads both layers together. The wave besprinkles the Kuru lands and the Kuru men — flooding them with water, and, on the love side, drenching them with tears. It sets 'heads' awhirl: the peaks of the great mountains and the crowns of the great kings. And take each cause with its own effect — the mountains spin by the sheer force of the water, the kings' heads by the wonder that surges up on feeling the gopīs' love.
द्वारका की कुछ रस-मर्मज्ञ भक्त स्त्रियाँ, कुरुक्षेत्र में एकत्र होकर, आपस में कहती हैं — वह लहर कुरु देशों और कुरुवंशियों को सींचकर, जल से भली-भाँति डुबोकर तथा अश्रुओं से अभिषिक्त करके, बड़े क्षितिधरों — महापर्वतों और महाराजाओं — के सिर, अर्थात् शिखर और मस्तक, को घुमा देती है। पर्वतों को जल के वेग से और राजाओं को प्रेमानुभव से उत्पन्न विस्मय से — ऐसा जानना चाहिए।
One participle (āghūrṇayantī) governs two subjects with two distinct causes — a zeugma. Viśvanātha spells the pairing out: mountains : water's force :: kings : wonder-at-prema. The instrumental jala-vegena feeds the mountains, premānubhāvottha-vismayena the kings; the 'respectively' (iti jñeyam) is his instruction to keep the two lines of cause distinct.

He carries both tracks through the rest. 'All jana' it floods — Jana-loka and mankind alike. It loosens all the lovely women: read one way, the women dwelling in heaven, thrown into turmoil out of fear for their good name; read the other, svasthāḥ as the steady, chaste wives — and even these it renders helpless. 'satyāntaram' is at once the middle of Satya-loka and the inmost heart of Satyabhāmā. And the 'throat-glory of Vaikuṇṭha': on the water side, the splendor of the neck-region of Vaikuṇṭha-world, left stimitā — wet through; on the love side, Vaikuṇṭha is Śrī Kṛṣṇa, and she who clasps his neck is Śrī Rukmiṇī — her too it left stimitā, stiff with a surge of joy. This, he says, is what the wave 'made' (vyadhāt).

Note that Viśvanātha assigns the two layers in the reverse order from Jīva: he takes the water sense as the base reading and marks the Kṛṣṇa-and-Rukmiṇī sense as the pakṣa, whereas Jīva (s8-s9) glossed Kṛṣṇa-Rukmiṇī first and the Vaikuṇṭha-world sense as pakṣa. Both are included commentators; the two are left as they stand, not harmonized. Both agree the throat-glory is Rukmiṇī, though Viśvanātha reaches her through kaṇṭha-sambandha ('she at his neck') rather than Jīva's pāriśeṣya.

Viśvanātha unpacks the section's heading, 'āsanna-janatā-hṛd-viloḍana' — 'the churning of the hearts of the near, assembled people.' Why must 'nearness' include hearing? Because, Viśvanātha says, we do not hear of any face-to-face meeting there between the Vraja beauties and, on one hand, the great kings who had come to Kurukṣetra, or, on the other, Satyabhāmā and the rest, who stayed shut away each in her own curtained quarters. Since for the most part they never actually saw the gopīs, their hearts were churned by what they heard — so their 'nearness' is the nearness of hearing.
