This whole verse is an udāharaṇa illustrating paraspara-vaśī-bhāva, 'being mutually under each other's control' — the feature named in the lead-in, atra paraspara-vaśībhāvo yathā. Speaker and setting are given by Viśvanātha at c2-viśvanātha.s1: it is Kundalatā, marvelling at Rādhā and Kṛṣṇa.

The śleṣa turns on guṇa: 'ropes' for the deer, but also 'good qualities' — it is Kṛṣṇa's fresh, festive prema that both binds and adorns. Ropes suit the gentle deer, as the iron fetters of L3 suited the elephant.
श्लेष 'गुण' पर है: हिरन के लिए 'रस्सियाँ', पर साथ ही 'सद्गुण' भी — यह कृष्ण का नया, उत्सवमय प्रेम है जो बाँधता भी है और सुशोभित भी करता है। जैसे L3 की लोहे की बेड़ियाँ हाथी के योग्य थीं, वैसे ही कोमल रस्सियाँ सीधे हिरन के योग्य हैं।

Of you two who unfurl this campaign to conquer each other — what is this unheard-of wave of fervour, this unbroken surge of zeal? We simply cannot fathom it. That is the sense.

Here, by picturing his mind as an elephant, the poet marks how hard his mind is to bring under control.

Technical point on the two figures. An elephant is powerful and stubborn — hard to master (durvaśa); a deer is timid — easily mastered (suvaśa). The choice of animal is doing argumentative work, not just decoration.
दोनों रूपकों पर तकनीकी बात। हाथी बलवान् और हठीला होता है — कठिनाई से वश में आता है (दुर्वश); हिरन डरपोक होता है — सहज ही वश में आ जाता है (सुवश)। पशु का चुनाव केवल शोभा के लिए नहीं, तर्क का काम कर रहा है।

And by picturing hers as a deer, the ease with which her mind is subdued. Having suggested both, the poet also slips in a note of reproach aimed at Kṛṣṇa. The sting: your mind is the unruly elephant, hers the gentle deer — yet you are the one making all this fuss, when yours is the harder heart she has still managed to chain.
और हिरन कहकर उस (राधा) के मन का सहज वश में आ जाना दिखाकर, उस (कृष्ण) के प्रति उलाहने का अंश भी व्यंजित कर दिया गया है।

So Viśvanātha sets the scene. Rādhā and Kṛṣṇa, each searching for the other out of intense longing, meet in the lane of some bower and are bathed in a stream of bliss. A wondrous sweetness wells up there. Kundalatā, arriving from one side and drinking in that sweetness, speaks out in wonder-struck delight — the verse samārambham.
श्रीराधा और कृष्ण एक-दूसरे को खोज रहे थे; अत्यन्त उत्कण्ठा के कारण किसी कुंज की गली में मिल गये और आनन्द की धारा में नहा उठे। उनमें उदित हुई अद्भुत माधुरी का आस्वादन करती हुई, वहाँ किसी एक कुंज से आयी कुण्डलता विस्मय और आनन्द के साथ कहती है — 'समारम्भम्' इत्यादि।
The speaker's name, Kundalatā, and the whole setting come from Viśvanātha; the mūla itself only says 'you two' and 'O Aghadamana'.

pārasparika means 'mutual, having to do with each other.' 'For that victory' — that is, to conquer one another, to bring the other into one's own grip. That is what it comes to.
