An udāharaṇa (illustration): of pure su-sakhya — excellent, unmixed friendly love — in Śrī Rādhā, who holds pure madhu-sneha (honey-sweet affection); so Viśvanātha's avataraṇikā (s3) sets it up. The lead-in yathā vā, 'or as follows,' marks it as a second example of the same point.

In the previous verse, if we take it as 'she bound him when he kissed her lip twice,' all is well. But if it is read as 'he kissed only once, so she did not bind him,' then a note of dākṣiṇya — deferential courtesy — is suggested. And with that a faint whiff of ghṛta-sneha creeps in, which would be the wrong flavor for Rādhā.
Two grades of sneha in Ujjvala-nīlamaṇi: madhu-sneha, 'honey-affection,' sweet and centered on one's own joy in Kṛṣṇa, is Rādhā's type; ghṛta-sneha, 'ghee-affection,' is affection thickened with awe and deference (dākṣiṇya), the type of the rival camp. The worry: an over-courteous reading of the last verse would smuggle a trace of the ghṛta flavor into Rādhā.

By the maxim that a mixed thing is named after whatever predominates in it, Rādhā's love simply counts as madhu-sneha. So, to give an example of pure su-sakhya in Rādhā — who holds pure madhu-sneha — Rūpa Gosvāmī says 'yathā vā,' or, as follows.
vyapadeśa-nyāya, the naming-rule: a thing is labelled by its dominant ingredient. Sherbet with one drop of lime is still called 'sugar-water,' not 'lime-water.' A trace of another flavor does not rename the whole — so a faint ghṛta note does not make Rādhā's love anything but madhu-sneha.

ata — therefore; āha romāñceti — he says 'romāñca.'
It is because of that welling-up of su-sakhya that the poet adds 'romāñca' — her horripilation, the bodily sign that marks such a surge of love.

ata eva — for this very reason; valita-bhrūr iti valita-padena — by the word 'valita'; kauṭilya-lalitātiśayaḥ — a heightened playful charm of crookedness [is shown].
For this same reason, the word 'valita' — curved — in 'knit brows' carries a heightened lalita: the playful charm of her crookedness, the coquettish curve of her feigned pique.
kauṭilya, 'crookedness,' is literal in the curved brow and figurative in her put-on anger; lalita is playful, coquettish grace, a recognized ornament (alaṅkāra) of a heroine's beauty.

tayoḥ susaṅgateḥfrom the close pairing of the two [breasts] abl. of cause; su-saṅgati = tight togethernessक्योंकि उन दोनों की सुसंगति (घनिष्ठ मिलन) है
sakhyātiśayaś caa heightened sakhya (companionship) [is shown]सख्य की अतिशयता और
susakhyātiśayaś ca jñeyaḥand a heightened su-sakhya should be understood tooसुसख्य की अतिशयता — (दोनों) जाननी चाहिए
kucayor dvandveneti — by 'with the pair of breasts'; tayoḥ susaṅgateḥ — from the close pairing of the two; sakhyātiśayaś ca susakhyātiśayaś ca jñeyaḥ — both a heightened sakhya and a heightened su-sakhya are to be understood.
And 'with the pair of breasts': from the tight togetherness of the two, take a double point — a heightened sakhya, companionship, the two breasts pressed together like close friends, and, by extension, the heightened su-sakhya between Rādhā and Kṛṣṇa that this whole verse is composed to show.
śleṣa: su-saṅgati, 'close union,' reads two ways at once — literally, the two breasts pressed together, and thematically, the su-sakhya (excellent friendship) between the lovers that the verse illustrates. The image of the paired breasts mirrors the very rasa being taught.
