An udāharaṇa of sumaitrya — friendliness (maitrī) toward Kṛṣṇa carrying a scent of vāmya-tinged elevation. Per Viśvanātha it is classed as ghṛta-sneha, hence sumaitrya ('good friendliness') and not susakhya ('good comradeship').

For some gopīs the māna aimed at Kṛṣṇa carries a trace of 'he is mine' self-regard. But tenderness — dākṣiṇya, the readiness to yield — is present alongside it. By the rule that we name a thing after whatever predominates in it, this should be classed as ghṛta-sneha. And once it is ghṛta-sneha, it counts as sumaitrya, good friendliness — not susakhya, comradeship. To show that, Rūpa gives the verse 'yathā vā.'
Technical distinction. Sneha splits two ways: ghṛta-sneha (ghee-love) still carries reverence — like ghee, it needs an outside warmth to soften — while madhu-sneha (honey-love) is sweet on its own, all intimacy and no awe. The two friendship-moods track this: sumaitrya is friendliness that keeps a touch of deference; susakhya is the freer, more level footing of comrades. Here the deference (dākṣiṇya) tips it to ghṛta-sneha, so sumaitrya.

Because the qualifier 'bright with Śrī-vatsa' already tells us whose chest it is — the Śrī-vatsa mark belongs to Kṛṣṇa alone — the relation is fixed without any separate word 'of Kṛṣṇa.'
A viśeṣaṇa is a word that describes the thing it is attached to — 'the blue lotus,' where 'blue' picks out which lotus. Here the describing word does double duty: since Śrī-vatsa sits only on Kṛṣṇa's chest, naming it also identifies the owner, so no genitive 'of Kṛṣṇa' is needed.
