bhāvajñaiḥ — by the connoisseurs of bhāva; maitraṁ procyate — maitra is declared to be; viśrambhaḥ vinaya-anvitaḥ — trusting intimacy joined with deference.
The bhāva-experts define maitra like this: it is viśrambha — trusting intimacy, where awe has dropped away — joined with vinaya, deference. Not one or the other. The two together in a single love.

An udāharaṇa (illustration) of maitra as defined in L1 — viśrambha joined with vinaya. It is a verse from the rāsa-līlā of the Bhāgavata's tenth canto, in the poet's voice. As Viśvanātha reads the two halves into it: the taking of the hand shows viśrambha (trusting intimacy), and the folded hands (añjali) show vinaya (deference).

Right after Kṛṣṇa had vanished from the rāsa dance and then shown himself again, one gopī — Candrāvalī — stood gazing at him. Śuka is describing her gesture. 'She took his lotus-hand' — and that act springs from viśrambha, the trusting intimacy that has laid its awe aside.

añjalinā iti — the word 'with folded hands'; tatra — there; vinayaḥ — is the deference.
And the word 'añjalinā' — 'with folded hands' — is where the vinaya, the deference, sits. So the single act carries both halves of maitra: the hand-taking is the viśrambha, the folded hands are the vinaya.

The māna — the jealous pique — is present too, but because of her dākṣiṇya, her tender graciousness, it does not yet show. We can tell it is there because it surfaces plainly later, in the line 'slightly angered, they spoke'.
The half-line 'īṣat-kupitā babhāṣire' is quoted from further along in the same rāsa episode (BhP 10.32.15) as proof that the māna, hidden in this verse, does emerge afterward.

tena kṣiptaṁ tad-bāhuṁ — his arm, cast by him; aṁsaṁ — onto the shoulder; dadhāra uvāha — she bore, i.e. carried; atra vinayasya vyakti-abhāvāt — because here vinaya is not manifest.
In the second gopī's case it is Kṛṣṇa who casts his sandalwood-smeared arm onto her shoulder, and she simply bears it — 'dadhāra' meaning here 'carried'. So no vinaya is on show: she makes no deferring gesture of her own, unlike the folded hands of the first gopī.
