That sneha splits in two by its very nature. One kind is called ghṛta, 'ghee'; the other madhu, 'honey.' This line opens the twofold definition.

By calling the reverence 'utmost,' Rūpa quietly implies that reverence is present in madhu-sneha too — just not to the utmost. The word 'utmost' only makes sense as a comparison against a lesser degree elsewhere.

The mūla says 'mutual reverence.' Since the hero too is clearly seen to feel reverence toward her, the word 'mutual' is read through jahad-ajahal-lakṣaṇā — a secondary sense that keeps part of the literal meaning and drops part. On that reading, the sneha thickens from the heroine's reverence taken together with the woman-seated utmost reverence.
jahad-ajahal-lakṣaṇā (also bhāga-tyāga-lakṣaṇā): a mode of implication in which a word keeps part of its literal sense and abandons part — as in 'this is that Devadatta,' where 'that' drops the past place-and-time but keeps the person referred to.

The hero's reverence toward her is only cool by nature. It never carries the streak of heat that the woman's love carries in māna (sulking anger) and the like — for that heat in her is what Bharata and the other dramaturgists teach. That is the purport. (Cool love congeals like ghee; heat would keep it from setting.)
Bharata: author of the Nāṭya-śāstra, the founding authority on dramaturgy and the rasas; invoked here for the doctrine that a woman's māna carries a portion of 'heat' (uṣṇa), which the hero's reverence lacks.

You could say the difference lies in the heart itself: one gopī's heart-melt is ghee-like, another's honey-like, so the sneha differs in kind because the heart does. That fits well. But take a parallel. A dish is already tasty, yet we still praise 'he has made this cooking really delicious' — praising the cooking-act to single out how special it is. Map it across: the cooking-act stands for the sneha, and 'made delicious' stands for its heightened relish. In just this way the author, wanting to bring out how special the heart-melt sneha is, and to make it relishable through its very twofoldness, says 'sneha is tasty like ghee, tasty like honey.' The comparison is aimed at the sneha's distinctive relish, not at a split in the heart.

yathā 'adya anena pākaḥ amṛtam iva kṛtaḥ' iti dharmasya api dharmiṇā sāmyam upapādyate eva iti.
And just as we can say 'today he made the cooking like nectar' — where cooking, a property/action, is compared to nectar, a substance, with no problem — so sneha, which is really a property, can be set on a par with ghee and honey, which are substances. The earlier puzzle dissolves.
dharma vs dharmin: a dharma is a quality or action; a dharmin is the substance that bears it. 'Blueness' is a dharma, the 'blue lotus' its dharmin. Cooking and sneha are dharmas (an act, a quality); nectar, ghee, honey are dharmins (substances). Viśvanātha's point is that a valid comparison can cross from a property to a substance, so 'sneha is ghee/honey' is fine.

Viśvanātha draws out the ghee-likeness on both layers of the pun. On the love-layer, a faint show of heat — in the form of mada, pride — turns it into just a semblance of madhu-sneha. On the ghee-layer, the 'other thing' it joins with is a substance like sugar, and so it reaches a surge of taste. The purport: even ghee on its own still has some taste; it simply peaks when combined.
