jyotsnā-sīdhuṁ hari-mukha-vidhor apy analpaṁ pibantau
jyotsnā-sīdhuṁthe nectar-liquor that is the moonlight accusative — what the eyes drink; jyotsnā (moonlight) is figured as sīdhu (mead, sweet liquor)चाँदनी रूपी मदिरा को (जिसे दोनों नेत्र पीते हैं)
hari-mukha-vidhoḥstreaming from the moon that is Hari's face genitive — the moonlight belongs to that moon; hari-mukha (Hari's face) = vidhu (moon)हरि के मुख रूपी चन्द्रमा की (उसी चन्द्रमा की चाँदनी)
apieven though — [and in no small measure]भी (यद्यपि इतनी अधिक)
pibantauthe two of them go on drinking it nom. dual pres. participle — the two eyes, named in L2पीते हुए (वे दोनों — अगली पंक्ति में कहे गए नेत्र)
hari-mukha-vidhoḥ — of the moon that is Hari's face; jyotsnā-sīdhum — that moonlight-nectar; analpaṁ api — even in no small amount; pibantau — the two [eyes] drinking it.
Kṛṣṇa's face is a moon; the moonlight pouring from it is a sweet nectar-liquor. Your two eyes are drinking that liquor — and drinking a great deal of it.
An udāharaṇa of sneha — the phase of prema in which the heart so melts that love overflows as tears — offered here (yathā vā, 'or again, as follows') to show that sneha specifically in Śrī Rādhā. Viśvanātha frames the verse as describing 'the sneha of Vṛndāvaneśvarī in particular,' and Jīva reads it as first conveying prema (a love no satiety can stop) and then its sneha-nature (shown by the flood of tears).

tava dṛk-cakorau — your two eye-cakora-birds; katham api — by any means at all; antas-tṛptiṁ na prāpnutaḥ — reach no inner satisfaction.
The cakora bird is said to feed only on moonlight. Your two eyes are such cakoras. Yet drink as they may, they reach no fill within — not by any means.
The cakora is the poets' bird that survives on moonbeams; making Rādhā's eyes cakoras and Kṛṣṇa's face the moon is the rūpaka (metaphor) the whole verse runs on.

Drunk on that nectar, the two eyes reel and roll. They are utterly dazed. And it is because they are so dazed —

So, again and again, these two disgorge that very nectar right here — under the disguise of a flood of tears. The point of the conceit: those tears are really the moonlight-nectar being poured back out.

mada-kalatayā mattatayā |
mattatayāmeans 'because they are drunk' instrumental — Jīva restates the cause-instrumental with a plainer synonymअर्थात् मत्तता के कारण (उन्मत्त होने से)
mada-kalatayā — [glossed as] mattatayā, 'because of being intoxicated.'
Jīva glosses 'mada-kala' plainly: it just means 'intoxicated.' The eyes reel because they are drunk.

taṁ jyotsnā-sīdhum |

jyotsnā-sīdhummeans the moonlight-nectar accusative — Jīva fixes the antecedent of tam: what they disgorge is the very nectar they drankअर्थात् चाँदनी रूपी मदिरा को (जो पी थी वही)
tam — [the pronoun] means jyotsnā-sīdhum, the moonlight-nectar.
Jīva pins down what 'that' refers to in the closing line: it is the jyotsnā-sīdhu — the same moonlight-nectar. So what the eyes pour back out is exactly what they took in.

atra — here; tṛpti-rūpa-vighna-atikrameṇa — by overstepping the obstacle of satiety; prema bodhayitvā — having conveyed prema; tasya — of that prema; bāṣpa-atiśayena — by the excess of tears; snehatvam api — its sneha-nature as well; darśitam — is shown.
Jīva reads the verse on two levels. First: the eyes drink endlessly and never get their fill — that shows prema, a love no satiety can block. Second: the flood of tears shows that this prema has thickened into sneha, the melting-love where the heart softens and overflows. So the verse illustrates sneha, resting on prema.
In UN's ladder of madhura-rati, prema deepens into sneha — the phase in which the heart so melts that love spills over as tears. Jīva marks exactly that transition here: the never-satisfied drinking is the prema, the tears are the sneha.

Viśvanātha sets up the verse. Among all the gopīs, whose sneha was just described in general, Rūpa now singles out Rādhā, the queen of Vṛndāvana, to show her sneha in particular. That is why he opens with 'yathā vā' — 'or again, as here.'

By this whole conceit — emptying out just to drink again — the verse hints, without ever saying so, at the eyes' bottomless greed for the sight of Kṛṣṇa. That suggested greed is the poetic charge of the verse.

vyañjita, 'suggested': the greed is not stated but carried by dhvani, a poem's power of suggestion. Naming it, Viśvanātha reads the verse through the lens of alaṅkāra-śāstra — the science of poetics.
