This verse is an udāharaṇa (an illustration). On Viśvanātha's framing Rūpa gives it "to lay out the causes of the destruction (dhvaṁsa) of love": Rādhā's surpassing qualities are exactly such a cause — yet, as the verse will show, the love of Candrāvalī and Kṛṣṇa never withered under it.

A doubt could arise: if Kṛṣṇa feels attachment toward one woman and prema toward another, doesn't that break the rule 'mine-ness belongs to Viṣṇu alone' (ananya-mamatā viṣṇoḥ, Bhakti-rasāmṛta-sindhu 1.4.2)? No — no such worry holds. In that rule the word 'Viṣṇu' takes in not only Viṣṇu's own form but everything belonging to him — and so his devotees too. Just as, in love for Viṣṇu, one's mine-ness runs by degrees over his form and his belongings, so in Kṛṣṇa's love for his devotees, a mine-ness held by degrees over the devotees and what is theirs is perfectly proper.

The quoted words 'ananya-mamatā viṣṇoḥ' are from Bhakti-rasāmṛta-sindhu 1.4.2 (Rūpa's own mark of pure bhakti). Gradation (tāratamya) of love among devotees does not breach its exclusivity, since the 'Viṣṇu' of the rule already reaches to his people.

And here is the proof by reversal. If 'Viṣṇu' meant only his form and not his people, then the mine-ness that loving devotees like Nārada feel — and the mine-ness the gopīs of Vraja feel toward their girlfriends and dear companions — could never be accounted for at all. Since it plainly is real, the word must include his devotees.
