anaṅga, 'the bodiless one', is a common name for Kāma/Cupid, left without a body after Śiva burned him to ash.
'अनङ्ग' अर्थात् 'बिना शरीर वाला' — कामदेव का प्रसिद्ध नाम; शिव ने उसे भस्म कर दिया, तब से वह शरीरहीन रह गया।

Now Jīva reads the long compound as one running metaphor (rūpaka). The eyebrow is a bow; from it fly arrows. Each arrow is a slight glance joined to a smile, and the glance reveals the inner longing. The brow-bow shoots them. And the arts are 'bold' — expert with the whispered mantra of lovemaking. Yet even that bold, they failed.
बाण रूप होने पर भी वे कैसे बाण थे? मुसकान से युक्त कटाक्ष के लेश ने भाव अर्थात् अभिप्राय प्रकट किया; उस भाव ने भौंहों के धनुष को मन-हरने में समर्थ बनाया; उसी धनुष से ये बाण छोड़े गए। और साथ ही ये रति-कर्म के मन्त्र में प्रगल्भ (सिद्धहस्त) भी थे — फिर भी सफल न हुए।
The whole line is a rūpaka: bhrū-maṇḍala = the bow, the glances = the arrows, the smile-lit look = the arrow's aim. Jīva makes the eyebrow itself the bow that dispatches the glance-arrows.

Here is the payoff. The prefix vi- carries the sense 'thoroughly.' So the verse really says: by technique alone they could not thoroughly stir him. And that yields the real lesson — to whatever extent there was prema in their approach, to exactly that extent they could move him. Kṛṣṇa bends to love, not to skill.
'विमथितुम्' में आया 'वि' उपसर्ग 'विशेषेण' अर्थ देता है। इससे यह अर्थ निकला — 'करणों से तो विशेष रूप से मथ न सकीं।' अब इससे यह भी प्राप्त होता है कि जितना उनमें प्रेम का अंश था, उतने से ही वे मथ (कुछ विचलित कर) सकीं।
This is the chapter's sthāyi-bhāva teaching in miniature: it is the abiding love (prema) that subdues Kṛṣṇa; erotic art without it moves him not at all.
यही इस प्रकरण की स्थायी-भाव-शिक्षा का सार है — कृष्ण को वश में करने वाला प्रेम ही है; प्रेम बिना शृंगार-कला उसे तनिक भी विचलित नहीं करती।

bāṇa-rūpatve’pi kīdṛśaiḥ ? smāyaṁ smitaṁ tad-yukto yo’valokana-lavaḥ, tena darśito yo bhāvo’bhiprāyaḥ, tena hāri mano-haraṇa-śīlaṁ yad bhrū-maṇḍalaṁ, tena prahitāḥ preṣitāḥ saurata-mantrāḥ surata-sambandhi-rahasya-yuktayaḥ, teṣu tat-prāpaṇeṣu śauṇḍaiḥ pravīṇaiḥ ||

smāyaṁ smitaṁ tad-yuktaḥ yaḥ avalokana-lavaḥsmāya is a smile; joined to it, a slight glance'स्माय' अर्थात् मुसकान, उससे युक्त जो अवलोकन का लेश (कटाक्ष)
tena darśitaḥ yaḥ bhāvaḥ abhiprāyaḥthe inner intent shown by that glanceउससे दिखाया गया जो भाव अर्थात् अभिप्राय

tena prahitāḥ preṣitāḥ saurata-mantrāḥ surata-sambandhi-rahasya-yuktayaḥsent out by that brow are the saurata-mantras — the secret techniques belonging to lovemakingउससे छोड़े गए, अर्थात् प्रेषित, रति-सम्बन्धी रहस्यमय युक्तियाँ रूप 'सौरत-मन्त्र'
teṣu tat-prāpaṇeṣu śauṇḍaiḥ pravīṇaiḥ[with arts] expert — skilled at delivering themउन (मन्त्रों) में अर्थात् उसे प्राप्त कराने में निपुण अर्थात् प्रवीण (बाणों) के द्वारा
smāyaṁ smitaṁ, tad-yuktaḥ avalokana-lavaḥ — a smile and the glance joined to it; tena darśitaḥ bhāvaḥ — the intent it reveals; hāri bhrū-maṇḍalaṁ — the mind-stealing brow; tena prahitāḥ saurata-mantrāḥ — the love-secrets it dispatches; teṣu tat-prāpaṇeṣu śauṇḍaiḥ — [arts] expert at conveying them.
bāṇa-rūpatve api kīdṛśaiḥ? — बाण रूप होने पर भी कैसे?; smāyaṁ smitaṁ tad-yuktaḥ yaḥ avalokana-lavaḥ — 'स्माय' अर्थात् मुसकान, उससे युक्त जो कटाक्ष; tena darśitaḥ yaḥ bhāvaḥ abhiprāyaḥ — उससे प्रकट भाव, अर्थात् अभिप्राय; tena hāri mano-haraṇa-śīlaṁ yad bhrū-maṇḍalaṁ — उससे मन-हरने के स्वभाव वाला जो भौंहों का मण्डल; tena prahitāḥ preṣitāḥ saurata-mantrāḥ surata-sambandhi-rahasya-yuktayaḥ — उससे प्रेषित रति-सम्बन्धी रहस्य-युक्तियाँ रूप 'सौरत-मन्त्र'; teṣu tat-prāpaṇeṣu śauṇḍaiḥ pravīṇaiḥ — उन्हें प्राप्त कराने में प्रवीण (बाणों) से।
Viśvanātha construes the compound a little differently from Jīva. For him hāri just means 'mind-stealing' and describes the brow itself. What the brow sends out are the saurata-mantras — the secret know-how of lovemaking. And śauṇḍa means the arts were 'expert' precisely at delivering those secrets. So where Jīva made the brow a bow shooting glance-arrows, Viśvanātha makes the brow the sender and the love-secrets the thing sent.
बाण रूप होने पर भी वे कैसे थे? मुसकान से युक्त कटाक्ष के लेश ने भाव अर्थात् अभिप्राय प्रकट किया; उससे भौंहों का मण्डल मन-हरने के स्वभाव वाला हुआ; उसी से 'सौरत-मन्त्र' अर्थात् रति-सम्बन्धी रहस्यमय युक्तियाँ छोड़ी गईं; और उन्हें प्राप्त कराने में ये बाण प्रवीण (निपुण) थे।
