sādhāraṇy-ādīnām lakṣaṇam — the definition of sādhāraṇī and the rest; tāvat — for a start; śabdārtha-vaśād eva gamyate — is grasped simply from the sense of the words themselves.
To begin with, what defines sādhāraṇī and the other two is read straight off their own names — each name tells you what it is.

To explain: samarthā is precisely that love which overleaps worldly propriety and everything of that sort, and reaches a full ripening pitched at the very summit.

tad uktam parakīyā-lakṣaṇe — this is stated in the definition of the parakīyā; rāgeṇa eva arpita-ātmānaḥ — they give themselves over by rāga alone; loka-yugma-anapekṣiṇaḥ — heedless of both worlds.
As said in the definition of the parakīyā: they give themselves over by rāga alone, with no regard for either world.
Why cited: cited from the parakīyā-definition (UN 3.17) to prove that samarthā love oversteps worldly propriety — its lovers give themselves by rāga alone, with no eye to this world or the next.

Here is the answer. Those two worldly standards weigh only with people standing outside the taste of Kṛṣṇa's glory. To such outsiders alone do 'public opinion' and 'propriety' matter.

What does the 'and the like' cover? Some say it takes in the celestial women, the women of Mathurā, and the women of Vidarbha. Others say it stays within Kubjā's own circle — her girlfriends and maidservants. Viśvanātha reports both readings and settles neither.

Why cited: cited to show how rare the queens' (samañjasā) love is: even Agni's own great-souled sons had to undertake austerity and be born as women to win Kṛṣṇa as husband — it comes only by extraordinary good fortune.

Why cited: cited (Bhāgavata 10.47.60, Uddhava's words) to prove the gopīs' love is exclusive: not even Lakṣmī, of boundless love and seated on His chest, wins what the gopīs won — so samarthā love is 'got by no other'.

A further point: the word 'samarthā' (sam-artha) carries the sense of 'having an object,' yet names no particular one. So an object — the beloved the love is aimed at — must be supplied to fit.
A śleṣa: samarthā, ordinarily 'capable', is heard here as sa-artha, 'having an artha (object)'. Because the word implies an object but names none, Viśvanātha argues one must be read in — setting up the definition that follows.

To spell it out: this love has the power to do three things. First, to bring her lover Kṛṣṇa wholly under her sway and to taste, all at once, the full sum of His beauty, qualities, and sweetness. Second, to bewilder even Him — Him who is busy tasting her own sweetness — to sweep Him to the highest wonder, and to make Him forget even His own vast majesty. Third, to taste in full the beauty, qualities, arts, and sweetness of the beloved they all share, to make it ever-new, and to lift it above everything. Because it holds this power (sāmarthya), it is called samarthā, 'the capable.'
