svarūpaṁ lalanā-niṣṭhaṁ — the inborn nature that is seated in the women; svayam udbuddhatāṁ vrajet — would rise to an awakened state on its own.
The verse defines one species of svarūpa — the inborn, natural love that lives in the women (the gopīs). Its defining mark comes first: it wakes up by itself. Nothing outside has to trigger it; it rises to a wakeful state under its own power.

The second line drives the point home. Even when Kṛṣṇa has never been seen and never even been heard about, this natural love would quickly produce a towering rati (love) aimed at him. Seeing and hearing are the usual fuel that kindles love — and here the verse says they are not needed at all.

ikṣu-nālīnām iva — as with sugarcane stalks; janmata eva — from birth itself; madhura-rasa-yogyatā — [there is already] a fitness for the sweet rasa.
Jīva explains why this love can wake on its own: the capacity is native. Take sugarcane stalks — from the moment they grow they are fit to yield sweet juice; the sweetness is built in, not poured in later. The gopīs' svarūpa is the same. From birth it is already suited to madhura-rasa (the sweet love-mood for Kṛṣṇa). Map it out: the sugarcane stalk is the gopī's inborn nature; its native sweetness is her native fitness for the sweet rasa. Because the fitness is inborn, the love needs no outside spark to rouse it.
The comparison turns on a śleṣa in madhura-rasa: for the sugarcane it is literally 'sweet juice/sap,' and for the gopī it is the technical madhura-rasa, the sweet conjugal devotional mood. The single phrase carries both readings and is what makes the analogy click.

Why does the love fasten on Kṛṣṇa and no one else? Because for such gopīs, carried forward by saṁskāra (deep impressions laid down in former lives), their very nature inheres in that one alone. Their love does not merely point at Kṛṣṇa — it belongs to him the way heat belongs to fire, with nothing able to pry the two apart.
samavāya is the Vaiśeṣika term for inherence — the inseparable relation between a thing and what cannot exist apart from it (heat-in-fire, colour-in-cloth). Here it is borrowed to say the gopī's love is not just directed at Kṛṣṇa but constitutively bound to him as its one ground.

What does 'wakes by itself' mean? Ordinary love needs at least a little something to rouse it — say, hearing about Kṛṣṇa's beauty and qualities. Viśvanātha says: not this love. By its very nature it does not lean on such hearing even in the smallest degree. That is the force of 'svayam,' by itself.

From birth onward, with no seeing and no hearing of Śrī Kṛṣṇa, this love would still fix on him alone. How, with no contact at all? Because Kṛṣṇa reveals himself of his own accord — he spontaneously shines forth inside such a heart. The seeing and the hearing are supplied from within, not from without. That, Viśvanātha says, is the inner sense.

Why insist on 'Kṛṣṇa alone'? To rule something out. There is also a women-seated svarūpa that produces love aimed at men in general — ordinary romantic nature. The restriction 'towards Kṛṣṇa alone' excludes that. The love defined here is not the generic capacity to love a man; it is the nature that turns to Kṛṣṇa and to no one else. On this exclusion Viśvanātha closes the comment.
This is a vyāvṛtti — a definition sharpened by excluding a look-alike. The added 'eva' ('alone') is the tool: without it, 'women-seated nature that produces rati' would also cover ordinary attraction to men; 'towards Kṛṣṇa alone' fences that off, leaving only the gopī's Kṛṣṇa-fixed love inside the definition.
