'Look — this fresh raincloud shines out just like the beloved himself, O fortunate one.' The friend is showing the girl how the sky mirrors Kṛṣṇa. The 'his' at the end carries over into the next line.
हे सौभाग्यवती! यह नवीन मेघ प्रियतम अर्थात् कृष्ण के समान शोभित हो रहा है; और उसके [मोरपंखों की पंक्ति की...]।
An udāharaṇa: it illustrates the arising of rati (love) through a laukika — natural, everyday — resemblance to Kṛṣṇa: a cloud, a rainbow, and lightning that happen to look like him. Per Viśvanātha (s1) it is the second of a pair, following the previous verse's kṛtrima (contrived) resemblance, where a person is made up to look like Kṛṣṇa.

Hearing all this, her eyes filling with tears, her mind fixed on you, she now lives just so. Note the shift of address: 'O fortunate one' in L1 was the friend to the girl; 'on you' here is Vṛndā speaking to Kṛṣṇa, reporting the girl's condition.

tādṛśa-nāyakatayā tādṛśa-rañjanāyogyasyāpi tasya tad-anukartuḥ sopānatā mātraṁ kim uta jaḍa-padārthatayā tad-ayogyasyety āha—sphuraty eṣa iti ||
tādṛśa-nāyakatayāthough he stands in as such a hero-lover [a stand-in for Kṛṣṇa]वैसा (कृष्ण जैसा) नायक होने के कारण
tādṛśa-rañjana-ayogyasya apieven of one who cannot give delight the way He does api — 'even': a live person who plays the part still falls short of Kṛṣṇa's own delightingवैसा रञ्जन (आनन्द-दान) करने में अयोग्य होने पर भी

Even a living person who imitates Kṛṣṇa — one who takes the role of such a hero-lover yet cannot give the delight Kṛṣṇa gives — turns out to be merely a stepping-stone: the girl's love does not stop at him but climbs on to Kṛṣṇa. If that holds for a living imitator, how much more for an inert thing like a cloud, which is even less fit for the role. With this in mind Jīva says the verse 'sphurati eṣa.'
जो व्यक्ति कृष्ण जैसा नायक बनकर उसका अनुकरण करता है, वह वैसा रञ्जन करने में अयोग्य होने पर भी केवल एक सोपान (सीढ़ी) मात्र है — अर्थात् कृष्ण तक पहुँचने का साधन। फिर जो जड़ पदार्थ होने के कारण उस भूमिका के और भी अयोग्य है, उसके विषय में तो कहना ही क्या। यही दिखाने के लिए 'स्फुरति एष' यह श्लोक कहते हैं।

Vṛndā is the one speaking. A certain vraja-girl has fallen in love with Kṛṣṇa — and it was Vṛndā herself who set that love in motion. Reporting this arising of love to Kṛṣṇa, she speaks the verse 'sphurat…'.

One might ask: this 'beloved' the verse keeps naming — what is he actually like? Anticipating the question, Viśvanātha answers by unpacking the line: 'this fresh raincloud you see is like the beloved' — that is, like Śrī Kṛṣṇa — and so on for the rest.
शंका — वह पूर्वोक्त लक्षण वाला प्रियतम कैसा है? ऐसी जिज्ञासा होने पर कहते हैं — 'यह दिखाई देता हुआ नवीन मेघ प्रियतम अर्थात् श्रीकृष्ण के समान है' इत्यादि।
