pulakayati[because] it makes [her body] bristle with horripilation (pulaka)(वह ताम्बूल उसके) अंग को रोमांचित कर देता है (रोम खड़े कर देता है)

One friend is speaking to another. She points to the signs on the girl's body: this instant her body is bristling with goosebumps, and she keeps stretching and twisting her limbs. These are the symptoms; the friend will read the cause off them.
जिस कारण (वह ताम्बूल उसके) अंग को रोमांचित कर देता है, (और वह) गात्रभंग (अंगों की मरोड़) का सेवन करती है।
An udāharaṇa (illustrative verse) offered under the lead-in rasād yathā— ('from rasa, as follows'): it shows love (rati) springing up in the innocent girl the very moment she tastes Kṛṣṇa's betel. The four lines are one sentence spoken by a friend to the girl who fed her the betel.

And a wave rolls through her heart — a surge of feeling. All of this today, all of it in one instant. And she is a mugdhā, a naive girl who has never known such a thing.

O friend — it is obvious. You slipped it into her mouth without her ever realizing, and that is why she is like this now.

Jīva sets the scene. One friend notices a fresh betel-stain on another girl's lips. She puts it together: some friend, catching Kṛṣṇa alone, must have come away with his betel. She knows that friend is a devotee of Kṛṣṇa. She has felt for herself before what his betel can do. And now she sees this sudden change come over her companion. So she turns to the friend who gave the betel and speaks the verse.
कोई एक सखी अपनी सखी के मुख पर तत्काल का (ताज़ा) ताम्बूल-चिह्न देखकर, किसी (सखी) को—एकान्त होने के कारण उस (बालिका) के पास खड़ी रहकर ताम्बूल देने वाली—ऐसा अनुमान करके, और उस (बालिका) को अघदमन (कृष्ण) में अनुरक्त जानकर, तथा कृष्ण के मुख से निकले उस ताम्बूल का वैसा प्रभाव पहले स्वयं अनुभव करके, और सखी में तत्काल उत्पन्न विकार देखकर—ताम्बूल देने वाली सखी से कहती है—'पुलकयति' इत्यादि।

He backs the gloss with grammar: by Pāṇini's rule 'vin-mator luk' the matup suffix is dropped, which is how pulaka-vat ('possessed of pulaka') collapses into the single verb pulakayati. This, he says, is how the grammarians handle it.

Viśvanātha tells it differently. A certain friend wants her group-leader to fall in love with Kṛṣṇa. She has learned that his chewed betel is the means to that. So she hides that very betel inside a folded betel-roll and, without the leader noticing, gets her to eat it.
कोई एक सखी अपनी यूथेश्वरी की श्रीकृष्ण में रति (प्रेम) की कामना करती हुई, और उस सुख के साधन रूप में कृष्ण के चबाए हुए ताम्बूल का (पहले) अनुभव करके, उसी (चबाए ताम्बूल) को बीड़े (वीटिका) के बीच रखकर, उस (नायिका) को बिना जनाए खिला दिया।

And then a different friend watches the change: all at once the leader is transformed, overwhelmed, love has been born in her. Reading what has happened, this second friend turns to the one who gave the betel and speaks the verse.
और उसके बाद उस (नायिका) को—तत्काल ही उत्पन्न विकार वाली, विवश, तथा जिसमें रति जाग उठी—ऐसा अनुमान करके कोई दूसरी सखी ताम्बूल देने वाली सखी से कहती है—'पुलकयति' इत्यादि।
