She has come up to Govardhana hill, and her sidelong glances are so many arrows.
An udāharaṇa (illustrative verse) of the gopīs' sthāyi-bhāva — the abiding love that grounds rasa — shown here at its peak in Śrī Rādhā, the crest-jewel among them. Quoted from Rūpa Gosvāmī's own play Dāna-keli-kaumudī (v. 30). The whole verse is Kṛṣṇa's astonished question as he watches her approach; the imagery is martial throughout — eyebrow-bow, glance-arrows, and the whetstone of the next line.

At Govardhana, on the pretext of taking the crossing-toll, Kṛṣṇa means to stop the young women; catching sight of Rādhā, he speaks. 'maṇi-śilā' is the ruby set in her earring; 'whetting upon it' means she is putting an edge on her glance-arrows against it. And by that very agitation of his own, Kṛṣṇa's love (rati) fixed on Śrī Rādhā is signaled. So the verse betrays the love running both ways — hers toward him (from her darting eye, s2) and his toward her (from his own undoing here) — which is just how Viśvanātha set it up: Rādhā's love is the sthāyi-bhāva at its peak, surpassing all the gopīs.
