An udāharaṇa of śāvalya — the successive clashing of the transient emotions (bhāvānām uttarottara-saṁmardaḥ, so Viśvanātha) — spoken by Rādhā as the kalahāntaritā heroine (the woman estranged by a quarrel, so Viśvanātha), quoted from Vidagdha-mādhava 5.7.

dhanyāḥ tāḥ ity ādi-kramakaṁ padyam — the verse in the order that starts with 'dhanyāḥ tāḥ'; prāyikam — is only the customary, approximate arrangement.
The order in which the verse is printed — starting with 'dhanyāḥ tāḥ' — is just the customary one, not the exact sequence the poet meant.

The order the poet really wanted is: the 'govindam' line (L3) first, and the 'dhanyāḥ tāḥ' line (L1) third — exactly that sequence, says Jīva.

tarhi eva — only in that arrangement; sa iti padasya — the word 'saḥ'; govindam iti ākarṣaṇāya — for drawing on 'Govinda' as its antecedent; yathā-sthāna-vinyāsaḥ syāt — would sit in its proper place.
Only with 'govindam' placed first does the pronoun 'saḥ' (he) in the 'dhanyāḥ tāḥ' line have Govinda already named for it to point back to. That is why Jīva reads L3 first.
