āloke kamalekṣaṇasya — at the sight of lotus-eyed Kṛṣṇa; sa-jalāsāre dṛśau — her two eyes, flooded with tears; na kṣame — were not able.
The moment she came to see lotus-eyed Kṛṣṇa, her two eyes brimmed over with tears — so much so that they could not even take him in.
This is UN 8.11, quoted here as an udāharaṇa of a vyabhicāri-bhāva that springs from abhīṣṭa-lābha — the winning of the long-longed-for object. The sakhī Nava-vṛndā (so Viśvanātha) describes Śrī Rādhā's helpless overwhelm of joy at the onset of union: each limb that should serve the meeting fails her in turn.

Her creeper-soft arms, seized by a great stiffness, were simply not up to embracing him.

Her voice, choked with stammering, could not manage a single word of reply — and this at the very meeting she had waited for so long.

For the doe-eyed one, some nameless working of the heart became — at the very attaining of union — an obstacle to that union. The joy that was meant to fulfill the meeting is the very thing that blocks it.

Jīva unpacks the verse's 'na alam': her voice, choked by stammering, was not alam — that is, was not able — to make a reply.

sambhoga-ārambhe — at the onset of union; nava-vṛndā — Nava-vṛndā; śrī-rādhāyāḥ ānanda-vaivaśyam — Rādhā's helpless overwhelm of joy; varṇayati — describes; āloke viṣaye — 'āloke' = in the matter of seeing him; dṛśau na samarthe — the two eyes were not able.
Viśvanātha sets the scene: at the very onset of union, the sakhī Nava-vṛndā is describing Śrī Rādhā's helpless overwhelm of joy. He glosses 'āloke' as 'in the matter of seeing him' — her two eyes were not able [to see].
The speaker's name, Nava-vṛndā, is supplied by the included commentator Viśvanātha; the decode names it on his authority.

Why could they not see? Because — so Viśvanātha glosses 'sa-jalāsāre' — the two eyes were pouring down streams of tears.

And so, says Viśvanātha, when union had come after such long delay, some working of prema itself became the obstacle to reaching it. Note his stroke: he reads the verse's 'kā api vṛtti' as premṇa eva vṛttiḥ — it is love's own working that blocks love's consummation.
