"O Candrāvalī, do not let yourself grow downcast just because you have seen how fortunate Rādhā is in love." On its face the line consoles her.
An udāharaṇa of cintā (anxious brooding), the vyabhicāri-bhāva of prakaraṇa 13 — here Candrāvalī's cintā stirred by seeing Rādhā's saubhāgya. Viśvanātha frames it so in his avataraṇika (s1): the previous verse illustrated Padmā's cintā over Rādhā's beauty, this one Candrāvalī's over Rādhā's good fortune.

The line runs on two levels at once. Surface: "Even astronomers know a star shines strongest in the dark fortnight" — a mock-scientific comfort, don't fret, it is only natural. Hidden, through the puns Viśvanātha will spell out: "regarding Kṛṣṇa, it is Tārā — that is, Rādhā — who holds the power." So the "consolation" quietly rubs in Rādhā's supremacy.
A śleṣa (double-entendre) verse, the pun being its whole point. kṛṣṇe = both "in the kṛṣṇa-pakṣa (dark fortnight)" and "concerning Kṛṣṇa"; tārā = both "a star" and "Tārā," a name of Rādhā. The astronomer's truism is the cover for the barb; Viśvanātha draws out both layers at s3–s4.

In the previous verse he showed Padmā's cintā — her anxious brooding stirred by Rādhā's beauty. Now, to give a second instance of the same worry, this time Candrāvalī's, stirred by Rādhā's good fortune in love, he speaks the verse beginning 'yathā vā.'

Viśvanātha sets the scene. Lalitā — one of Rādhā's own friends — has trained a mynah-bird, and the bird recites this verse right beside Candrāvalī. So what sounds like sympathy is really Rādhā's camp needling a rival through a parrot's mouth.
Names the dramatic speaker of the mūla: not a well-wisher but Lalitā's coached bird. This is why the "consolation" carries a sting — the frame makes the hidden śleṣa reading (Rādhā's dominance) the real message.

Viśvanātha opens the first pun. 'kṛṣṇe' means, at once, "in the kṛṣṇa-pakṣa" — the dark fortnight — and "regarding Kṛṣṇa," Nanda's son. The 'ca' keeps both readings alive together; that is the śleṣa.

The second pun. 'tārā' is both a star, like Aśvinī, and Śrī Rādhā under the name Tārā. Put the two glosses together and the astronomer's platitude — "in the dark fortnight the star is strong" — reads underneath as "regarding Kṛṣṇa, Rādhā is the powerful one." That is the barb the bird was taught to deliver.
Completes the śleṣa begun at s3: kṛṣṇe (dark fortnight / Kṛṣṇa) plus tārā (star / Rādhā-Tārā) yields the two-layer sense of the whole line — surface astronomy, hidden claim of Rādhā's supremacy over Kṛṣṇa's heart.
