The lotus-eyed one is Śrī Rādhā. 'tanu-vanī' unpacks as tanuḥ eva vanī — her body is itself a little forest. By hyperbole that forest houses a young elephant-lord ranging the banks of the Kālindī. Here the pun opens: in the second reading that 'young elephant-lord' is Śrī Kṛṣṇa, and vijaya means his coming. So her body proclaims his arrival — on both readings at once.
