This weeping shakes the head. It comes with heavy sighs. The lips and cheeks quiver with it.
Three bahuvrīhi compounds, all qualifying the rodana ('weeping') that is finally named in the second line; the verse defines the phenomenon by piling up its outward signs before naming it.

strīṇām — women's; īrṣyottha-rodanam — weeping that springs from jealousy [is that which is]; kaṭākṣa-bhrukuṭī-vaktram — a face carrying sidelong glances and a knitted brow (and all the signs of L1).

Its face carries sidelong glances and a knitted brow. This — in women — is the weeping that springs from jealousy.
This line finally names what L1 was describing: īrṣyā-uttha-rodana, the weeping born of jealousy. strīṇām ('of women') fixes the subject; the whole verse is one lakṣaṇa, defining the phenomenon by its bodily signs and then naming it.
