L1definition
phulla-gaṇḍaṁ sa-romāñcaṁ bāṣpam ānanda-jaṁ matam ||
phulla-gaṇḍam[coming] with the cheeks in full bloom acc. n., agreeing with bāṣpam — a mark of the tears being definedजिसमें गाल खिल (फूल) उठें — बाष्प का विशेषण
sa-romāñcamand with the body's hair bristling up sa- = 'together with'; romāñca = horripilation; also acc. agreeing with bāṣpamरोमांच के सहित (जिसके साथ रोंगटे खड़े हों)
bāṣpamsuch tears — the thing being definedआँसू (अश्रु)
matamare held to be — the settled view past part. n.sg., the definitional verb: 'it is agreed / considered'(ऐसा) माना गया है
ānanda-jam — born of joy; bāṣpam — [these] tears; phulla-gaṇḍam — [come] with the cheeks in full bloom; sa-romāñcam — and with the hair bristling; matam — so it is held.
This line fixes one type of tears. Tears born of joy — that is the settled category. Their tell-tale signs: the cheeks bloom and the body's hair stands on end. So when tears arrive with a beaming face and horripilation, count them as tears of joy.
This is the lakṣaṇa (definition) of ānanda-ja bāṣpa, tears of joy — one sub-type of aśru (tears), the seventh of the eight sāttvika-bhāvas that prakaraṇa 12 catalogues. It stands in contrast to the anger-born tears (roṣāśru) illustrated in the verse that follows.

In the morning she looks at Kṛṣṇa. On his chest glisten the marks a rival left the night before — a whole spread of painted leaf-patterns and nail-sprout lines. She simply stands and gazes at them.
The udāharaṇa (illustration verse, 27); it pictures tears shed in anger — roṣāśru. Viśvanātha frames the scene: this moon-faced heroine is a khaṇḍitā, the woman offended because her lover returns at daybreak openly bearing another's marks, and it is her girlfriend who is describing the sight. patra-aṅkura: patra = the leaf-shaped cosmetic designs (patra-bhaṅga) painted on the body in love-play, aṅkura = sprout-like nail-marks.

She does not say a word — not even one. Her eyes simply narrow. That single look carries all the anger she refuses to put into speech.
The silence and the narrowed eyes are doing the work of speech: this is a khaṇḍitā's jealous displeasure shown, not stated.

And then the moon-faced woman lets the tears come — a whole flood of them, drop upon drop, tears of pure anger. She says nothing; the tears say it all.
These roṣāśru — tears of anger — are the sāttvika transformation being illustrated: aśru (tears) arising here in its roṣa-ja (anger-born) variety, set against the ānanda-ja (joy-born) tears defined in L1.

Jīva pins down whose tears these are. Here, he says, read the tears as the heroine's alone — that is where this transformation is to be located, and nowhere else.
Jīva's remark attaches to verse 26 (the '(26)' tag follows it), fixing the locus of the defined tears in the nāyikā.

Viśvanātha sets the scene. The moon-faced heroine is a khaṇḍitā — the wronged woman whose lover turns up at daybreak openly marked by another. It is her girlfriend who is speaking, and she is describing the whole thing to a second friend. That speech is the verse beginning 'prātar'.
khaṇḍitā: one of the standard nāyikā-types of rasa- and drama-śāstra — the heroine offended and jealous because her lover returns at dawn carrying the tell-tale marks (cosmetics, nail- and teeth-marks) of a rival. Naming her a khaṇḍitā tells you the verse's tears are tears of jealous anger, not of grief or joy.
