The verse opens mid-scene: Kṛṣṇa is caught in the act of kissing. The women he kisses are called 'doe-eyed' — the standard beauty-word for the gopīs. And someone is watching this and will react; the seer's identity is held back until the third line.

An udāharaṇa (illustrative verse) of romāñca — the bristling of the body's hair, the sāttvika transformation being defined here in prakaraṇa 12 — arising specifically from āścarya (wonder), per the author's frame 'atha romāñcaḥ | sa āścaryād, yathā—'.

Now the sentence fills out. Kṛṣṇa — named here mura-dviṣ, the slayer of the demon Mura — is kissing not one gopī but the entire array of them, and doing it yugapat, all in the same instant. That simultaneity is the whole miracle the verse turns on: it is what makes the watchers marvel.
इन गोपियों के समूह को एक ही क्षण में (चूमते हुए) मुर-शत्रु कृष्ण को। आश्चर्य की कुंजी 'एक ही साथ' में है — एक-एक करके नहीं, अपितु सारा समूह एक ही क्षण में।

Now the verse lifts our eye upward to the sky. There, in the open courtyard of the heavens, stands a whole row of celestial women — the wives of the gods, looking down on the rāsa. These are the ones who saw (ālokya, L1); the verb telling us what they did comes in the last line.

And here is the payoff the whole verse was built toward. That row of celestial women — hair standing on end across their bodies, eyes stretched wide — shone. The romāñcitā is the sāttvika transformation the chapter is defining: horripilation. And its cause here is pure wonder — that one Kṛṣṇa should kiss the entire host of gopīs in a single instant.

Viśvanātha sets the dramatic frame. Gārgī was asking about Kṛṣṇa's rāsa-līlā, the circle dance. In answer, Paurṇamāsī spoke this verse, 'cumbantam...'. So on Viśvanātha's reading the verse is not the poet narrating in his own voice — it is Paurṇamāsī, inside the story, telling Gārgī what the celestial women did when they watched the rāsa from the sky.
