hari-vaktra-puṣkareon this puṣkara that is Hari's face — puṣkara meaning both 'lotus' and 'open sky' locative 'on/in'; puṣkara is the pivot-śleṣa — lotus (padma) and sky/ether (ākāśa) at onceहरि के मुख रूपी पुष्कर में — यह 'पुष्कर' श्लेष है, एक साथ कमल और आकाश दोनों

The poets speak of this puṣkara that is Hari's face. The word puṣkara carries two senses at once — a lotus, and the open sky.
An udāharaṇa (illustrative verse) of netra-smitam, 'the smile of the eyes' — the netrārdha-mudrā, the half-set of the eyes — spoken in a sakhī's voice teasing Rādhā.

sakhi — O friend; kavayaḥ (from L1) netre — the poets call the two eyes; puṣpavantau kathayanti — the puṣpavantau, the sun and the moon.
O friend, the poets call its two eyes the puṣpavantau — one word that names the sun and the moon together.

Now, right beside these two — the sun and the moon — sits your own eye, itself a lotus.

bhavitā nārdha-nimīlitaṁ kathaṁ vā ||
bhavitāwill become / will surely be periphrastic future, 3sg; subject is akṣi-padmam from L3होगा (भविष्यत् काल, एकवचन; कर्ता पूर्व पंक्ति का 'नेत्र-कमल')
na … kathaṁ vāhow will it NOT [become]? — a rhetorical 'it can't but be so' na with kathaṁ vā = double negative forcing the answer: it surely will'न …
ardha-nimīlitamhalf-closed (the predicate: the state the eye-lotus must fall into)अर्ध-मुँदा हुआ
tava akṣi-padmam (from L3) — your lotus-eye; ardha-nimīlitaṁ na bhavitā kathaṁ vā — how will it not become half-closed? [it surely will].
How will your lotus-eye not go half-closed? A lotus opens to the sun and shuts to the moon; caught between the two at once, it can only fall half-shut — a sidelong, half-lidded glance. That is the teasing point.
The half-lidded eye is the netra-smitam the verse illustrates; Viśvanātha spells out the lotus-logic (open to sun, shut to moon) in his comment below.

What is hinted here is only utprekṣā — poetic fancy — not literal fact. The eyes are not really the sun and moon; the poet is only imagining it so.
utprekṣā: in alaṅkāra-śāstra (poetics), the figure of 'fancy' — imagining one thing as if it were another, while knowing it is not.

The 'Hari' here is Śrī Bhagavān. Because his very body is the supreme truth beyond everything, the word puṣkara holds both senses at once: it is a lotus, and it is the open sky. Jīva grounds the śleṣa in his transcendence — a face at once an earthly lotus and the boundless sky.

Here Viśvanātha gives the real feeling under the fancy. Out of intense eagerness Rādhā's eyes blossom wide open, fixed on Kṛṣṇa's eyes. Then, all at once, shyness rises and they drop half-shut. It is exactly this real half-closing that the poet re-imagines as the lotus caught between the sun and the moon.
