Kṛṣṇa is speaking to his friend. 'Having gazed on the beyond-words beauty of the lotus-eyed girl of Vraja...' The sentence is left hanging here and completes across the next two lines.
An udāharaṇa (illustrative verse) spoken by Kṛṣṇa, illustrating the go-between defined by the lakṣaṇa 'tarau latāyā yogaḥ' (the joining of a creeper to a tree) quoted in the lead-in: the dūtī who unites the couple under the pretext of gardening. The verse's opening line ('sā mām adhīram adhinot kala-dhauta-yūthyā—', 'she stirred me, restless, by means of the golden jasmine') sits in the lead-in; these three mūla lines carry the rest.

aham — I; arjuna — O Arjuna; yāvat — the very moment; ārtaḥ — stricken; sākṣāt bhuvam — right down to the ground [I sank].
'O Arjuna, the very moment I was stricken, I sank right there to the ground.' Overwhelmed by her beauty, Kṛṣṇa collapses. The 'yāvat' (the moment that) sets up the 'tāvat' (just then) of the next line.
This Arjuna is a Vraja cowherd, Kṛṣṇa's friend — not the Pāṇḍava; both Jīva and Viśvanātha make this explicit below.

tāvat — just then; tamāla-viṭape — onto the tamāla branch; ghaṭanāṁ vidhāya — having arranged a joining [of the golden creeper] — [she stirred me back to life].
'Just then she arranged a joining onto the branch of the dark tamāla tree.' She lifted the fallen golden jasmine and set it climbing on the tamāla. On the surface this is only gardening — but here the verse pivots. Joining the golden creeper to the dark tree is the picture of uniting the fair heroine with dark Kṛṣṇa; that is why the act relieves his love-sickness. And, as Viśvanātha spells out below, in doing it the go-between lets her own love show too.
The śleṣa the verse turns on: the golden jasmine (kala-dhauta-/svarṇa-yūthī) is the fair heroine, the tamāla — dark-barked, the standard poetic double for Kṛṣṇa — is Kṛṣṇa himself. The literal gardening ('raise the fallen creeper onto the tree') is the dūtī's cover for uniting the couple. This is exactly the lakṣaṇa 'tarau latāyā yogaḥ', joining a creeper to a tree.

Jīva: the Arjuna named here is one particular young cowherd — the friend Kṛṣṇa is confiding in, not the Pāṇḍava.
'viśeṣaḥ' (a particular one) flags that this is a specific Vraja gopa who happens to bear the name Arjuna, heading off confusion with Arjuna the Pāṇḍava.
'विशेष' शब्द यह सूचित करता है कि यह कोई एक निश्चित व्रज-गोप है जिसका नाम संयोग से अर्जुन है — इससे पाण्डव अर्जुन के साथ भ्रम टल जाता है।

kala-dhautaṁ suvarṇam ||
kala-dhautaṁ'kala-dhauta' [in the compound kala-dhauta-yūthī of the opening line]कलधौत का अर्थ है
suvarṇammeans goldसुवर्ण, सोना
kala-dhautaṁ — suvarṇam (gold).
kala-dhautaṁ — कलधौत; suvarṇam — सुवर्ण
Jīva: kala-dhauta means gold — so the kala-dhauta-yūthī is the golden jasmine (yūthī, a jasmine variety).

Viśvanātha: this Arjuna is a cowherd, a dear friend of Kṛṣṇa — the intimate to whom Kṛṣṇa pours out the story.
Both Jīva and Viśvanātha fix Arjuna here as a Vraja cowherd, not the Pāṇḍava.

Viśvanātha fills in the go-between's ploy. She cries, 'Alas, alas — why is this golden jasmine lying fallen on the ground?' This staged concern is her opening move.

'So let me raise it up onto this tamāla tree' — thus she speaks. Under that innocent cover she joins the golden creeper to the dark tree — which is the very union she is really arranging.

tathā kṛtvā — having done just that; svasya api prema jñāpayantī — letting even her own love show; sā jñeyā — she is to be recognized [as this variety of dūtī].
Viśvanātha's conclusion: having done this, she lets even her own love show — and that is how she is to be recognized. This is the defining trait of this dūtī variety: while joining the creeper to the tree to unite the couple, she also reveals her own love.
The force is in 'api' (even): the go-between conveys the heroine's love, and in the same gesture uncovers her own. This is the point of the lakṣaṇa 'tarau latāyā yogaḥ' being illustrated.
