'vyaṅgya' is a technical term of poetics — the suggested sense, what the words point to without saying. The whole rule of this verse is that a verbal message between the lovers works this way, by suggestion, and never by plain statement.
'व्यंग्य' काव्यशास्त्र का पारिभाषिक शब्द है — वह अर्थ, जिसकी ओर शब्द बिना कहे संकेत करते हैं। इस श्लोक का सारा नियम यही है कि नायक-नायिका के बीच का वाचिक सन्देश इसी रीति से, संकेत से चलता है, कभी सीधे कथन से नहीं।

Why 'only'? Because the intended point is this: if the message were spoken outright, the rasa would be spoiled. So it has to stay a hint.

Jīva names the danger as rasa-vighāta, an outright wrecking of the mood — his own wording; Viśvanātha below will instead speak of rasābhāsa, a false semblance of it.

Viśvanātha reads 'only to be hinted' as: it can be caught only by vyañjanā, the suggestive power of speech. If instead it were caught by abhidhā, the plain denotative power, the result would be rasābhāsa — a false, off-key semblance of the mood.

A two-sided distinction between the powers of a word. abhidhā is its direct dictionary power — 'water' just means water. vyañjanā is its suggestive power — saying 'the hut on the Ganges' to suggest coolness and holiness the words never state. Viśvanātha requires the lovers' message to land by the second, never the first.
यह शब्द की दो शक्तियों का भेद है। अभिधा शब्द की सीधी कोशगत शक्ति है — 'जल' का अर्थ केवल जल। व्यंजना उसकी संकेत-शक्ति है — 'गंगा पर कुटिया' कहकर उस शीतलता और पवित्रता की ओर संकेत करना, जिसे शब्द कहते तक नहीं। विश्वनाथ चाहते हैं कि नायक-नायिका का सन्देश दूसरी शक्ति से ही समझा जाए, पहली से कभी नहीं।
