Viśvanātha unpacks the two names. jyotsnī and tāmasī are the woman who goes out in the bright fortnight and the one who goes out in the dark fortnight. This going-out is exactly what abhisāra means. And her 'dress fit for the journey' is clothing suited to that fortnight.
ज्योत्स्नी शुक्ल पक्ष (चाँदनी) में जाती है और तामसी कृष्ण पक्ष (अँधेरे) में। इन दोनों का जाना ही 'अभिसार' है। जिसका वेष उस पक्ष के अनुकूल सामग्री से बना हो — उजला या काला — वही 'यान-योग्य-वेषा' है।
The point of matching the dress to the fortnight is concealment: light garments to melt into the moonlight on a bright night, dark garments to vanish into the darkness on a moonless one.

Now he explains 'as if merged into her own limbs.' It means: with her own limbs she seems to be screening her own body — drawing herself in to hide. That is the sense of the phrase.
'स्वाङ्ग-लीना इव' का तात्पर्य यह है कि वह अपने ही अंगों से अपने शरीर को मानो ढँक लेती है।
