The three grades form one ladder of anger: full anger → beating (pragalbhā), half → harsh words (madhyā), slight → tears (mugdhā). Viśvanātha will now place each grade of the composed / un-composed heroine somewhere on this same ladder.

Now apply the ladder. The composed madhyā (dhīra-madhyā) sits on the 'harsh speech' rung. But her composure (dhṛti) covers that harshness over, so it comes out reshaped — as mocking, sarcastic crooked speech rather than open abuse.

But the dhīrādhīrā has composure and non-composure running at the same instant. Because both are present at once, neither can be full. So the thing to explain in her case is exactly this: her composedness is incomplete and her un-composedness is incomplete.
धीराधीरा में धैर्य और अधैर्य दोनों एक साथ रहते हैं, इसलिए उसमें धीरत्व और अधीरत्व दोनों को अधूरा ही समझना चाहिए।

Take the first, the more-composed one. Because composure is her larger share, the composed-side trait — crooked speech — comes out on its own. But her composure is still not full (some non-composure is mixed in), so that crooked speech stops short of biting sarcasm.
पहली (धीरता-प्रधान) में धीरत्व अधिक होता है, इसलिए उसमें धीरा का धर्म — केवल वक्रोक्ति — ही रहती है; पर धीरत्व अधूरा होने से वह वक्रोक्ति उपहासयुक्त नहीं होती।
Contrast s8: the full dhīra-madhyā's crooked speech IS sarcastic (sotprāsa). This more-composed dhīrādhīrā gets the crooked speech without the sarcasm, precisely because her composedness is incomplete.

The sentence is grammatically unfinished — it hangs on 'because…' and the conclusion it drives to lands in the next sentence (s15).

Now, that anger-sign can't be her crooked speech itself — that is her composed side, not a mark of anger. Beating is far too much for her, and open harshness is ruled out too. So by elimination only the lowest anger-sign is left: tears. That is why the verse says she weeps — 'sa-bāṣpam.'
केवल वचन में वह क्रोध-लक्षण सम्भव नहीं, और ताड़न तथा कठोरता — ये दोनों भी नहीं मिलते; इसलिए शेष रहने के न्याय से सबसे छोटा क्रोध-लक्षण, अर्थात् आँसू ही, बच रहता है।

It does not rise to harsh speech, because her composure is present too and holds the non-composure back. So the two sides balance: crooked speech without sarcasm, tears without abuse — exactly the 'vakroktyā sa-bāṣpam' of the verse.
