ukta-udāharaṇe — in the example just given; parama-vāmāyāḥ tasyāḥ sakhyāḥ — of that very contrary heroine's friend; sāhāyyam eva kṛtam — only the helping was shown; iti — so; sakhī-vaśatvaṁ — her being under the friend's control; na yathāvad āyātam — did not properly come through; iti aparituṣyan — dissatisfied at this; yathā vā iti āha — he says 'yathā vā.'
In the example just given, all that came through was how the friend of that very contrary heroine helped her. The heroine's own being-under-the-friend's-sway (sakhī-vaśatva) didn't really show. Unsatisfied with that, Rūpa adds another example: 'yathā vā' — or, take this case.
vāmā is a technical nāyikā type — the 'contrary / left-handed' heroine who resists and does not easily comply, the opposite of the dakṣiṇā (compliant) type; parama-vāmā = one who is extremely so.

kadācit — once; māninīṁ dhanyāṁ — the sulking Dhanyā; mālā-dāna-mātreṇa eva prasādya — [Kṛṣṇa] having appeased her merely by giving a garland; śrī-kṛṣṇe gate — after Kṛṣṇa left; māna-śikṣā-kāriṇyāṁ prauḍha-sakhyāṁ ca āgatāyāṁ — and when the senior friend who coaches in māna had arrived; sā eva dhanyā — that same Dhanyā; tataḥ bibhyatī — afraid of her; sahasā eva sva-kaṇṭhāt mālām uttārya — at once pulling the garland from her neck; bhūṣaṇa-mañjūṣikāyāṁ kṣiptvā — throwing it into her ornament-box; tām āha — says to her: 'na svīkṛtā...'
Once, Kṛṣṇa won over the sulking Dhanyā just by giving her a garland, and then left. Then the senior friend arrived — the one who coaches the heroines in holding on to their māna. Dhanyā, now afraid of her, at once pulled the garland off her own neck, tossed it into her ornament-box, and said to her: 'na svīkṛtā...' — I never accepted it.
This is what displays sakhī-vaśatva: the heroine is so much under her friend's sway that she hides having accepted Kṛṣṇa's gift, fearing the māna-coaching friend's disapproval.

iti arthaḥthat is the meaningऐसा अर्थ है
caṭulayā — [the word] 'fickle' means: [by Vṛndā] mad-bahu-vāraṇam amānayantyā — who ignored my many warnings; tvattaḥ prāpsyamāna-tarjana-kāraṇaṁ sṛjantyā — who is creating the grounds for the scolding coming to me from you; mad-vairiṇī eva iti arthaḥ — she is simply my enemy — that is the sense.
'Fickle' (caṭulā) here unpacks like this: Vṛndā ignored me though I forbade her over and over, and now she is the one setting up the scolding I'm about to get from you. In short — she is nothing but my enemy.
