A messenger-woman is speaking to Rādhā. 'O slender-waisted one! Your hips have turned into a chariot, and your two breasts, in turn, into its wheels.'
हे पतली कमरवाली राधा! तेरा नितम्ब रथ बन रहा है, और तेरे दोनों स्तन क्रमशः चक्र बन रहे हैं।
śleṣa (double sense): cakratā is read below not as 'wheels' but as becoming cakravāka birds (the beauty-picture) and as becoming the cakra, Cupid's discus-weapon (the war-picture). The verse means both layers at once; the commentators unpack them.

paśūnāṁ patim is split by the commentators: 'lord of the cows' = Gopāla, Kṛṣṇa (Jīva's primary sense), and 'lord of creatures' = Paśupati, Rudra/Śiva (the war-reading). It is the object of dhunvan in L4.

अतः हे राधा, तुझे आज बाण चलाने में देर नहीं करनी चाहिए — यही इसका तात्पर्य है।
asra = arrow (a poetic word, echoing āśuga above). bhāva = the implied upshot the commentator draws out of the verse.
