Take a case where the doe-eyed women are specially off-limits, and where they are very hard to reach. This line only sets up the 'wherever'. The next line delivers the 'there'.
जिन मृगनयनी स्त्रियों में कोई विशेष मनाही (निषेध) लगी होती है, और जो अत्यन्त दुर्लभ होती हैं —
The maxim is quoted in the Hari-priyā chapter to explain the pull of the forbidden beloved. niṣedha-viśeṣa (a special prohibition) points to the parakīyā case — the woman married to another, whom one may not approach.

It is exactly there that the heart of the clever lovers fastens on. And it fastens utterly, holding nothing back. The more forbidden and unreachable she is, the harder the gallant's heart clings.
उन्हीं में नागरों (रसिक नायकों) का हृदय पूरी तरह से लग जाता है।
nāgara — literally a man of the city; here the polished, worldly-wise lover (the type Kṛṣṇa is). The verse states the erotic maxim the chapter turns on: prohibition and inaccessibility do not cool desire — they deepen it.
