Because Paramātman alone is the truth, the sages see Him alone. By the phrase "the Lord within the self," no oneness with the jīva is being stated.
Since inferiority belongs even to the others, to Brahmā and the rest, He is the higher of the high and the low.
This is borne out by scripture. In the Kāpileya: "Through the conceit of perceiving difference"; and: "those whose conceit is gone approach the Brahman-predominant." In the knowledge-self there is the awareness of difference: "Where there is, as it were, duality"; "Another, the greatness of the Lord." So too: "Not eating, the other looks on" [mu.u. 3.1.1]; "shade and light, the knowers of Brahman declare" [ka.u. 1.3.1]; "the one who, being one, ordains the desires of the many" [śve.u. 6.13]; "true is this His greatness; sing, O priests, in the sacrifices, in the kingdom of the wise"; "In truth, after Him the All rejoices"; "Where the former Sādhyas, the gods, are"; "Hear, O hero, the fierce, the fierce one, showing mercy"—and so forth; "For one sunk in the supreme ignorance, what would not be more painful?" And: "Are the puruṣas many, O brāhmaṇa, or is there but one? They do not wish the puruṣa to be one, O scion of the Kuru line." In the Vāyu-prokta: "Perceiving through the conceit of seeing difference, they go to that abode"—and so forth. And in the Vedānta aphorisms: "Oṁ; but on account of inapplicability, He is not the embodied one" [viśeṣs 1.2.3]; "because of the mention of difference" [ve.sū. 1.1.17]; "because of the separate teaching" [ve.sū. 2.3.26]—and so forth.
And the statement of the reality of difference is in the Bhāllaveya-śruti: "Sthāṇu departed upward; he said to Prajāpati, 'Who are you, who are you here, who is he?' 'Who I am, who you are here, who he is.'" Then he reproached him: "Difference is real, difference is real, difference is real"; "Maivāruvaṇya, maivārrvaṇya, maivārrvaṇya"—thus indeed. "In truth, Him"—and "true is this His greatness," so it is stated.
And in the Mahā-saṁhitā: "Those who know as real the threefold host of jīvas and the imperishable Paramātman, and the difference between them, freed from delusion, go to the supreme abode of Viṣṇu alone, unshakable and fixed; but some unlearned ones call the difference between jīva and īśvara a delusion. Ceaselessly they go to darkness, through the reviling of Paramātman. Dependent, and bound, and set on the petty happiness of petty knowledge, of little power and full of fault—such is the jīva; the Supreme is of another kind. But by those who assert the oneness of the two, what evil deed has not been done? As for the words here that express the oneness of the inner controller—seeing them, the evil-minded, of little understanding, wander here. Since 'I am of this,' 'you,' 'I,' 'my own self'—because He is the object of such designations, the puruṣa, the inner controller, by His all-inwardness, regulates. Hence the demons, intent on delusion, wander through such words; in their deluding is the supreme delight of the gods and of the Supreme; hence, deluded by ignorance, they fall into the great darknesses"—and so forth.
Having established the meaning that the fruit of dharma is bhakti, not wealth, desire, and the like, he concludes it with the words "therefore." O best of the twice-born!
The pleasing of Hari (hari-toṣaṇaṁ) is the worship of Hari, and "perfection" (saṁsiddhiḥ) is the fruit.
That devotion, so rare, is attained even from one's own natural dharma when it is applied to the pleasing of Śrī Hari. Therefore the pleasing of Hari alone is its supreme fruit, and so he says "therefore."
"Of the well-performed" (svanuṣṭhitasya) means of what is acquired flawlessly, by much effort; the import is that applying such a dharma to a trifling fruit such as heaven is utterly improper.
Thus, by "dharma well performed" [bhā.pu. 1.2.8] and the rest, action amounts to mere toil; and of knowledge and yoga too, by "casting aside devotion, the path of welfare, toward You, O all-pervading one" [bhā.pu. 10.14.4], by "even desistance from action, when devoid of feeling for Acyuta" [bhā.pu. 1.5.12, 12.12.53], and by "formerly here, O abundant one, even many yogīs" [bhā.pu. 10.14.5] and the rest—from these it follows that without devotion there is mere toil. But the soul-pleasing nature of devotion that is pure, unmixed with action, yoga, knowledge, and the like, is understood from the context.
There he raises a doubt: "Now, in the non-undertaking of knowledge and yoga there is no concern. But in the non-performance of the obligatory actions there is a great fault that causes misfortune—what is to be said of that?" He answers with the words "therefore, by men."
Since, by the reasoning stated, even the lofty knowledge and yoga come to be accomplished by devotion alone, whereas devotion is itself accomplished even without those two—therefore, if the pleasing of Hari has arisen by devotion alone, then there is the perfection of dharma. That very dharma which, even when performed with effort by the doers of action, mostly does not become complete with its primary and secondary parts—that very one, even when unperformed by those who possess devotion, becomes fully accomplished.
This rests on the words of Śrī Bhagavān: "That which is by actions, that which is by austerity and by knowledge and detachment, that which is by yoga, by self-restraint, by dharma, by the other means of welfare—all that My devotee readily obtains by the yoga of devotion to Me—heaven, liberation, My abode—if somehow he desires it."
By that, the fault arising from the non-performance of action is, for the devotees, warded off.
"Now, if dharma is perfected by devotion, then let the fruit of dharma too be obtained by them." True: when there is desire, it is indeed obtained; when there is desirelessness, for them there is desistance from action alone.
And so the Gopāla-tāpanī śruti: "devotion to Him is His worship"—that is, with detachment from adventitious limitations here and hereafter, the fixing of the mind upon Him; and this alone is desistance from action [go.tā.u. 1.14]. Thus, by the reasoning "as by watering the root of a tree" [bhā.pu. 4.31.12], the dharmas are perfected by devotion alone; therefore for the devotees the very entitlement to action is set far away by Bhagavān, in that He said:
"One should perform actions only so long as one has not become detached, or so long as faith in the hearing of My narrations and the like has not arisen"; "He who, abandoning all dharmas, worships Me—he indeed is the best"; "Abandoning all dharmas, take refuge in Me alone."
That being so, just as in "as by watering the root of a tree" and the rest, and as here in "thus indeed the worship of Acyuta is the worship of all," the worship of Acyuta alone becomes the worshipping of all—of the gods, the ancestors, and the rest—so too here the pleasing of Hari alone becomes the full perfection of the well-performed dharma; this is the meaning. And so, when the worship and the pleasing of Acyuta have arisen, the perfection of the well-performed dharma, which has the form of worshipping the gods, the ancestors, and the rest, has of itself arisen; this is the import. In just the same way, even in the example, by watering the root of the tree alone the watering of the branches, sprouts, and the rest has of itself occurred; thus it is to be understood.
Moreover, the slight performance of action even by the eastern and other devotees, the exclusively devoted ones, which occurs only because they are caught in the crowd of the families of action-doers and through conformity to them, is itself non-performance of action, owing to the absence of faith therein. For such are the words of Bhagavān: "Whatever is offered, given, the austerity practiced, and whatever is done without faith, that is called unreal, O Pārtha; it avails not, neither hereafter nor here."
And such devotion is attained even from one's own dharma when it is applied to the pleasing of Hari; therefore the pleasing alone is the chief fruit, and so he says "therefore."
"Of the well-performed" (svanuṣṭhitasya) means of what is acquired flawlessly, and "perfection" (saṁsiddhiḥ) is the fruit.
